Seoul will begin fining the use of all tobacco products, including liquid e-cigarettes, in no-smoking areas from April 24, when the revised Tobacco Business Act takes effect.

The reported proposal includes lowering the minimum excise duty requirement and granting a transitional period, with the aim of reaching political agreement by June 2026. The revision also covers e-cigarettes, heated tobacco, nicotine pouches and stronger controls on raw tobacco.

China has launched mandatory national standards work for heated cigarettes and nicotine pouches, further formalizing regulation of both categories. The move may help lay groundwork for future market entry, but does not signal imminent domestic commercialization.
