According to ilganjeju, Jeju Health Center said it will apply the same regulations used for conventional tobacco products to all tobacco products, including liquid e-cigarettes, from April 24, while also strengthening public communication and smoke-free zone management.

 

Liquid e-cigarettes will be brought under the same regulatory framework as conventional tobacco


Following the revision of the Tobacco Business Act, the definition of tobacco was expanded from “tobacco leaf” to “tobacco or nicotine.” As a result, synthetic nicotine liquid e-cigarettes, which had previously been excluded from regulation, are now included under the National Health Promotion Act, widening the regulatory scope.

 

Jeju said blind spots in smoke-free zone enforcement are expected to be resolved


Jeju Health Center said that with previously hard-to-manage tobacco products now covered by regulation, blind spots in smoke-free zone management are expected to be addressed.

 

Jeju City had 19,195 smoke-free zones in 2025


According to the release, as of 2025, Jeju City had a total of 19,195 designated smoke-free zones, with 22,175 inspections conducted and 109 fines imposed. From now on, the use of any tobacco product in smoke-free zones will be prohibited, and violations may be fined up to KRW 100,000.

 

Jeju Health Center will strengthen signage, inspections, and public outreach


To reduce confusion in the early stage of implementation, Jeju Health Center said it plans to improve smoke-free zone signage, strengthen inspections, and carry out public campaigns.

 

Authorities asked citizens to voluntarily help prevent second-hand smoke exposure


The center also asked for citizens’ voluntary cooperation so that second-hand smoke harm does not occur, regardless of whether smoke-free signs are posted.

 

Jeju said it will continue efforts to establish compliance culture


Kim Cheol-young, head of the Health Promotion Division, said that as the scope of tobacco regulation expands under the new system, correct public understanding is important. He said the office will continue public outreach and management efforts to establish a culture of compliance with smoke-free zones and encourage voluntary participation by citizens.
