U.S. nicotine pouch startup Skoka Inc. announced on October 29 that it had raised $21.5 million and committed $15 million to a regulatory and scientific research program involving the U.S. Food and Drug Administration (FDA). Founder Dan Aziz previously established dietary supplement brand Premama, which was acquired by Indian pharmaceutical company Dr. Reddy's Laboratories in 2023. Skoka submitted a bundled Premarket Tobacco Product Application (PMTA) covering 55 nicotine pouch products on October 1 and aims to enter U.S. retail in 2027, subject to regulatory requirements.

Founded in Austin, Texas, in 2024, Skoka has chosen to develop its own formulations and invest in scientific studies and FDA submissions before entering retail, rather than begin selling products based on an existing third-party formulation.

The company has not received FDA marketing authorization and has not disclosed contracted retail store numbers or revenue from commercial sales.

From Premama to Skoka: Consumer Health Founder Enters the Nicotine Industry

Skoka founder and CEO Dan Aziz previously worked primarily in consumer health products.

According to the company, Aziz founded dietary supplement brand Premama at age 22 and operated it for approximately 12 years, expanding distribution to major U.S. retailers including Walmart, Target, CVS and Walgreens.

Premama was acquired by Dr. Reddy's Laboratories in 2023 for an undisclosed amount. Aziz subsequently led innovation in the company's U.S. consumer self-care division and participated in evaluating more than 70 consumer brands as potential acquisition targets.

He founded Skoka in 2024, entering the nicotine pouch market.

In an interview with U.S. business publication Inc., Aziz said the idea developed partly from his own experience using nicotine pouches and their use among friends in professional sports.

He identified adult nicotine users who pay close attention to product ingredients as a target consumer group, estimating that they could represent 10% to 15% of the U.S. nicotine pouch market.

That estimate reflects Aziz's assessment rather than independently verified market research.

Skoka has adopted elements of Aziz's consumer health background in product development and branding, including proprietary formulations, ingredient disclosure and targeting a defined consumer group.

Nicotine pouches, however, are regulated by the FDA as tobacco products and face premarket review, marketing and sales requirements that differ from those applying to conventional dietary supplements.

Skoka has raised capital to support product development and regulatory submissions before generating revenue from a formal retail launch.

Skoka Raises $21.5 Million After Deferring Retail Entry and Filing PMTA for 55 Products

Skoka said its $21.5 million in funding has supported FDA submission preparation, manufacturing scale-up and team expansion. The company has committed $15 million to its regulatory and related scientific research program.

The commitment is equivalent to approximately 69.8% of the announced financing. Skoka has not disclosed its cumulative spending under the program, the full allocation of proceeds or its remaining cash balance.

The October 29 announcement also disclosed a commercial decision: Skoka had an opportunity to enter retail in 2025 but chose to postpone the move.

Aziz said the company prioritized developing its own base formulation and preparing a comprehensive scientific package and PMTA before commercial sales.

According to Skoka, it submitted a bundled PMTA to the FDA on October 1, 2026, covering 11 product varieties in five nicotine strengths, or 55 products in total.

The regulatory program includes three completed pharmacokinetic studies and scientific materials covering product stability, toxicology, actual use and label comprehension.

Skoka said members of its regulatory team had previously worked on PMTA submissions involving more than 200 products, but did not disclose the final review outcomes of those applications.

As of November 3, Skoka had not publicly identified all 55 submitted products, their individual nicotine strengths or the complete study results. Submission of a PMTA does not establish FDA acceptance for substantive review or marketing authorization.

Meanwhile, the number of FDA-authorized nicotine pouch products in the United States has continued to increase.

According to the FDA's official list, 67 nicotine pouch products had received marketing authorization as of November 3, 2026. They include ZYN products from Swedish Match USA, owned by Philip Morris International; on! and on! PLUS products from Altria Group's Helix Innovations; and VELO products from BAT-associated Modoral Brands.

The FDA authorized 24 additional VELO products on October 30, raising the total from 43 to 67.

None of Skoka's 55 submitted products appears on the authorization list.

Proprietary Formulations and Athlete Investors Shape Product and Brand Positioning

Skoka said it developed its own nicotine pouch base formulation, flavor system and supporting scientific materials instead of directly licensing an existing third-party white-label formulation.

According to the company, its formulations incorporate nine ingredients it describes as proprietary, including plant-based sweeteners. It has filed two patent applications involving ingredients and blending methods.

Skoka said its products are manufactured in FDA-registered facilities in the United States using ingredients sourced globally.

The company has not publicly disclosed the patent application numbers, complete formulations or performance data allowing direct comparisons with competing products. Its patent applications do not establish granted patent rights, while facility registration is separate from FDA product marketing authorization.

Skoka has made ingredient transparency part of its brand positioning. Aziz told Inc. that the company plans to disclose all ingredients used in its formulations.

The financing also includes personal investments from more than a dozen professional athletes across hockey, American football and golf.

Disclosed investors include professional golfer Anthony Kim, hockey player Jack Eichel and former professional football player Beau Allen.

Other investors include media industry executive Darren Throop and PSG Equity founder Mark Hastings. Skoka has not disclosed individual investment amounts, ownership stakes, a lead investor or its financing valuation.

The company said the athletes invested as individuals, rather than acting on behalf of their teams, leagues or sports organizations. Their investments do not constitute institutional sponsorship or endorsement of the products.

Athlete ownership, sports connections and ingredient transparency form part of Skoka's brand positioning. The company has not released operating data showing whether these arrangements have influenced consumer purchasing behavior or retail distribution.

Skoka Targets U.S. Retail in 2027 as Distribution and Financing Plans Develop

Skoka aims to begin U.S. retail distribution in 2027, subject to meeting applicable FDA requirements.

The company said it introduced its brand to retailers, distributors and buyers at the NACS Show in Las Vegas in October 2026 and established an exclusive nicotine pouch category partnership with Authentic Live.

Skoka has not disclosed the value, duration, specific commercial rights or sales contribution of the Authentic Live arrangement. It has also not identified contracted retail chains or the number of stores it expects to supply.

The company said it plans to raise additional capital for commercialization.

Its announced funding has supported product development, manufacturing preparation, FDA submission work and team expansion. Commercial-scale retail distribution and sales revenue have yet to be demonstrated through publicly disclosed operating results.

Through Premama, Aziz gained experience in consumer health product development, national retail distribution and a corporate sale. Skoka must establish a new product portfolio and commercial network under the FDA's tobacco product regulatory framework.

With additional ZYN, on! and VELO products receiving FDA marketing authorization, Skoka is preparing to enter a market where established international tobacco groups already hold marketing orders and retail distribution networks.

Its planned 2027 launch will require further regulatory progress, commercialization financing and retail distribution arrangements. The company has not announced a firm launch date.

South Korea Fully Reviews Nicotine-Analog and Nicotine-Free Vape Liquid Imports, With Over 99% From China and Chinese Supply-Chain Documents Under Scrutiny
Korea Customs Service has tightened import controls on nicotine-analog and nicotine-free e-cigarette liquids, placing the products under 100% document review and subjecting all e-cigarette liquid import declarations to pre-clearance ingredient analysis. As of September 20, 2026, South Korea had imported about 15 metric tons of nicotine-analog liquids, 99.99% from China, and about 316 metric tons of nicotine-free liquids, including roughly 315 metric tons, or 99.7%, from China. The measures follow South Korea's April expansion of its tobacco definition to include synthetic nicotine products and include new checks on Chinese manufacturing, transaction and export documentation.

Germany Probes 7.6 Million Illegal Vape Case With Estimated €33.3 Million Tax Loss; Four Chinese Manufacturer Employees Under Investigation, Some Packaging in Enforcement Images Resembles FUMOT Products
German prosecutors and customs authorities are conducting a criminal investigation into an alleged cross-border organised vape network. Authorities say that between January 2024 and March 2025, four employees of an unnamed Chinese e-cigarette manufacturer allegedly built a network of sales agents and wholesalers that brought more than 7.6 million nicotine disposable vapes into Germany, causing an estimated €33.3 million in excise-tax losses. The manufacturer has not been named. Some products visible in enforcement images have packaging resembling products from FUMOT’s portfolio. European regulatory records from 2024, FUMOT’s public overseas-sales materials and records involving German vape importer and distribution company Zamu-Pro GmbH also show FUMOT/RandM products and German distribution activity during the period covered by the investigation.

India Duty-Free Nicotine Pouch Sales Face Regulatory Test as ZYN, FOX Classification Remains Open
India Duty-Free Nicotine Pouch Sales Face Regulatory Test as ZYN, FOX Classification Remains Open
The Bombay High Court has ruled that airport duty-free shops are not exempt from India's domestic regulatory laws merely because they operate beyond the customs barrier, leaving in place a sales halt covering ZYN and FOX nicotine pouches at Mumbai's international airport. The court, however, did not determine that the products necessarily qualify as "drugs" under India's Drugs and Cosmetics Act. The retailers have four weeks to submit product information to the appropriate authorities, including CDSCO, which must complete its review within 30 days of receiving the submissions.
