At the 2026 NACS Show in Las Vegas, Philip Morris International (PMI) showcased its ZYN nicotine pouches, IQOS heated tobacco products and U.S. investments. A 2Firsts review of FDA records found that several ZYN products displayed at the booth were not on the agency's marketing authorization list, including certain nicotine strengths and flavors. A PMI booth representative also confirmed that IQOS is currently sold in three U.S. states, while the newer IQOS ILUMA system remains under FDA review.

Las Vegas, October 9, 2026

Philip Morris International (PMI) displayed its U.S. portfolio of nicotine pouches, heated tobacco products and other smokeless tobacco products at the 2026 NACS Show in Las Vegas. The exhibition featured ZYN, IQOS and several established oral tobacco brands. A PMI booth representative told 2Firsts that IQOS is currently sold in three U.S. states, while the newer IQOS ILUMA system remains under FDA review.

The two-story PMI U.S. booth featured ZYN and IQOS on the first floor, with the second floor dedicated to the company's U.S. investments and business development.

ZYN Product Range and Retail Displays

The booth featured dedicated displays for ZYN Ultra and the flagship ZYN range.

Exhibition materials presented ZYN Ultra in 9 mg and 11 mg nicotine strengths, alongside ZYN Flagship products in 1.5 mg, 3 mg, 6 mg and 8 mg strengths. PMI promoted ZYN Ultra as featuring a hydro-boosted pouch and a redesigned can. A separate display listed Black Cherry, Peach and Dragonberry under a "New Flavor" heading.

Some ZYN Products Displayed at NACS Show Are Not on FDA's Authorized List

According to the U.S. Food and Drug Administration's (FDA) published list of authorized nicotine pouch products, 31 ZYN products had received marketing granted orders (MGOs) as of October 9, 2026.

These include 20 flagship ZYN products in 3 mg and 6 mg strengths, authorized in January 2025, and 11 ZYN Ultra products authorized in August 2026, comprising ten 9 mg variants and one 11 mg variant.

A comparison of the FDA list with PMI's NACS displays shows that some products presented at the booth were not included among those authorized. These include the 1.5 mg and 8 mg strengths of the flagship ZYN range and ZYN Ultra Arctic Mint 11 mg.

PMI identifies Arctic Mint as the commercial name for ZYN Ultra Cool Mint. The FDA's August 2026 authorization includes ZYN Ultra Cool Mint 9 mg, but not its 11 mg variant. ZYN Ultra Smooth 11 mg, sold under the commercial name Signature Smooth, is the only 11 mg ZYN Ultra product on the FDA's authorized list.

PMI stated in August that applications for other 11 mg ZYN Ultra variants remained under FDA scientific review.

The three flavors displayed under the "New Flavor" heading—Black Cherry, Peach and Dragonberry—were also absent from the FDA's published ZYN authorization list.

Separately, in June 2026, the FDA authorized 20 previously marketed ZYN products to carry a specific modified-risk claim. Those modified-risk orders covered the same 20 flagship products previously granted marketing authorization, rather than additional products.

IQOS Sales in Three U.S. States

A PMI booth representative told 2Firsts that IQOS is currently sold in Florida, Texas and Mississippi.

The representative said the IQOS products currently marketed in the United States belong to an earlier generation rather than the newer IQOS ILUMA system, which remains under FDA review.

In an April 2026 announcement, PMI confirmed that the FDA was continuing to review premarket tobacco product applications (PMTAs) for IQOS ILUMA.

The FDA also renewed modified-risk authorizations in April for the IQOS 2.4 and IQOS 3.0 systems and three associated HeatSticks products, permitting specific reduced-exposure claims. These were renewals of existing modified-risk authorizations, rather than new marketing authorizations.

At the NACS booth, 2Firsts observed IQOS devices in multiple colors alongside HEETS packs labeled Blue, Green, Bronze, Red and Amber.

U.S. Investments and Other Smokeless Tobacco Brands

The booth also displayed General Snus, Timber Wolf and Longhorn products.

The second floor was dedicated to PMI's U.S. investments, while a timeline display traced developments in the company's American business, including regulatory authorizations and corporate milestones.

In July 2026, PMI U.S. announced the opening of its Aurora, Colorado, manufacturing campus, where commercial production of ZYN nicotine pouches began that month. The company said the project represented approximately $1.2 billion in planned capital expenditure between 2024 and 2028, including spending already incurred.

The Aurora facility joins PMI's existing U.S. manufacturing operations in Owensboro, Kentucky, and Wilson, North Carolina.

2Firsts will continue reporting from the NACS Show on tobacco and nicotine products, retail developments and regulatory issues in the U.S. market.

China Tobacco Yunnan files patent for cellulose-free nicotine pouch scaffold to replace microcrystalline cellulose
China Tobacco Yunnan Industrial Co., Ltd. has filed a patent application for a cellulose-free scaffold material for nicotine pouches, proposing a combination of bioceramic material, polydextrose and sugar alcohols to replace conventional microcrystalline cellulose and cellulose derivatives. The filing aims to address issues including powdery mouthfeel, residue and limited release control, while also reducing reliance on existing cellulose-based patent portfolios. In patent examples, one fast-release formulation reached a nicotine release rate of 50% at 10 minutes and more than 90% at 20 minutes.

Couche-Tard Posts Double-Digit U.S. Same-Store Growth in Other Nicotine Products, Led by Pouches
Alimentation Couche-Tard said U.S. same-store sales in its “other nicotine products” category grew at a double-digit rate in the first quarter of fiscal 2027, led by nicotine pouches, while overall U.S. same-store merchandise revenues increased 1.7%. The company also said its Canadian nicotine business continued to face regulatory pressure and illicit-market headwinds. The U.S. performance coincides with Couche-Tard's participation in efforts to reopen Canadian convenience-store access to authorized nicotine pouches, though the company has not established a direct causal link between the two.

India Duty-Free Nicotine Pouch Sales Face Regulatory Test as ZYN, FOX Classification Remains Open
The Bombay High Court has ruled that airport duty-free shops are not exempt from India's domestic regulatory laws merely because they operate beyond the customs barrier, leaving in place a sales halt covering ZYN and FOX nicotine pouches at Mumbai's international airport. The court, however, did not determine that the products necessarily qualify as "drugs" under India's Drugs and Cosmetics Act. The retailers have four weeks to submit product information to the appropriate authorities, including CDSCO, which must complete its review within 30 days of receiving the submissions.

2Firsts reviewed the original federal court complaint filed by Altria subsidiaries Helix Innovations and NJOY on Sept. 2 challenging FDA’s 2021 PMTA rule. The lawsuit questions whether FDA’s review process complies with the Tobacco Control Act’s 180-day timeline, even as the agency moves to accelerate PMTA reviews and issues more marketing orders. Drawing on the complaint, FDA records, government audits and recent court rulings, 2Firsts examines the legal arguments, supporting evidence and potential implications for the U.S. tobacco review system.
