According to the Shenzhen Tobacco Monopoly Bureau, the bureau recently held the city’s 2026 e-cigarette regulation work conference. The meeting implemented the spirit of higher-level meetings, reviewed Shenzhen’s e-cigarette regulatory work in 2025 and during the 14th Five-Year Plan period, analyzed the current situation and tasks, and deployed the rollout of E-cigarette Regulatory System 2.0 across the city’s tobacco commercial system.

The Shenzhen Tobacco Monopoly Bureau said that in 2025, the city’s tobacco commercial system e-cigarette regulatory team conscientiously implemented the decisions and arrangements of the Party leadership group of the State Tobacco Monopoly Administration, built cross-department regulatory synergy, and achieved hard-won regulatory results.
Shenzhen said it will advance E-cigarette Regulatory System 2.0
The meeting said that at the new starting point of the 15th Five-Year Plan period, the e-cigarette regulatory system has entered version 2.0. The city’s tobacco commercial system e-cigarette regulatory team should firmly establish and practice a correct view of political performance, fully implement higher-level decisions and arrangements, and fully recognize the importance of e-cigarette regulation.
The meeting emphasized integration into the main task of high-quality development
The Shenzhen Tobacco Monopoly Bureau said e-cigarette regulation should be deeply integrated into the main responsibilities and core work of high-quality development, with clear direction, a steady start, and sustained effort. It said the system should adhere to the work orientation of “stronger rules and stricter regulation,” push forward the detailed implementation of Regulatory System 2.0, and strive for new regulatory results.
Three priorities were set for 2026
On 2026 e-cigarette regulatory work, the Shenzhen bureau said priorities include highlighting standards guidance and overall coordination to advance rule-of-law-based regulation; maintaining close focus and differentiated measures to strengthen standardized management; and enhancing capabilities and emphasizing risk prevention to promote team professionalization.
