Key Points
- Four CrossBar 20K disposables registered under Blue Nine LLC appeared on Pennsylvania's October 18, 2026, ENDS directory, which contained 163 entries, including 15 disposable e-cigarette products.
- Each device features a 13mL e-liquid reservoir, 50mg/mL nicotine concentration, 2,000mAh battery and 0.9Ω mesh coil, with an advertised maximum of 20,000 puffs.
- The four variants comprise two tobacco-labeled and two menthol-labeled products, sharing the same main hardware specifications and available in five-device retail display packs.
- Packaging identifies New York design and Japanese-origin flavoring. Historical FDA records link Romo LLC, a company associated with earlier CrossBar products, to a registered facility in Kentucky.
- Earlier 1.3mL CrossBar products have a PMTA history dating to 2020. Whether the newer 13mL devices are connected to those applications through amendments or ownership transfers has not been established.

Four CrossBar 20K disposable e-cigarettes registered under Blue Nine LLC have been included in Pennsylvania's electronic nicotine delivery system (ENDS) directory, according to records published by the state's Office of Attorney General.
Pennsylvania began enforcing its directory sales restrictions on October 19, 2026. A 2Firsts review of the October 18 directory identified 163 product entries, including 15 disposable e-cigarette listings, four of which were CrossBar 20K variants.
With 13mL e-liquid reservoirs and advertised puff counts of up to 20,000, CrossBar 20K stood apart from the older, lower-capacity disposable products listed in the directory.
13mL Reservoir, 2,000mAh Battery and 0.9Ω Mesh Coil
Packaging documents published by the Pennsylvania Office of Attorney General show that CrossBar 20K devices contain 13mL of e-liquid at a nicotine concentration of 50mg/mL, alongside 2,000mAh batteries and 0.9Ω mesh coils.
The brand describes the devices as rechargeable, non-refillable disposables and advertises up to 20,000 puffs per device.

The advertised 20,000-puff figure is a manufacturer claim. No independent performance test was identified in the reviewed materials.
CrossBar's website displays five-device retail packs and provides wholesale inquiry options. It does not publish a uniform suggested retail price.
Four Variants Under Tobacco and Menthol Labels
Pennsylvania's directory identifies four CrossBar 20K products: Butterscotch Tobacco, Raspberry Wafer Tobacco, Blue Razz Ice Menthol and Miami Mint Menthol.
| Product | Flavor Category | UPC |
|---|---|---|
| Butterscotch Tobacco | Tobacco | 850071163377 |
| Raspberry Wafer Tobacco | Tobacco | 850071163391 |
| Blue Razz Ice Menthol | Menthol | 850071163414 |
| Miami Mint Menthol | Menthol | 850071163438 |
The tobacco-labeled products incorporate butterscotch and raspberry-wafer references, while the menthol-labeled products use berry, cooling and mint-related descriptions.
Although the four products are categorized under Tobacco or Menthol, several names also contain fruit, candy or dessert references. The packaging does not disclose their complete flavor formulations.
The four variants share the same published hardware specifications, with differences in flavor names, packaging colors and UPC identifiers.
Packaging Highlights New York Design and Japanese Flavoring
CrossBar 20K packaging lists glycerol, nicotine salts, propylene glycol and flavoring among its e-liquid ingredients.
It also carries the statements “Designed in New York,” “E-liquid flavoring originated from Japan” and “Tendered with love in the USA.”
Historical FDA tobacco product registration and listing records provide additional information about CrossBar's U.S. operations.
An FDA product-listing export previously obtained by 2Firsts contained 12 historical CrossBar product records, including eight e-cigarette products and four bulk e-liquid products.
An FDA establishment registration export dated October 22, 2026, identified a facility associated with Romo LLC, a company linked to earlier CrossBar products, in London, Kentucky.
The facility, registered under FDA Establishment Identifier (FEI) 3014467785, reported manufacturing, labeling, packaging and storage activities.
Under current FDA requirements, domestic tobacco product manufacturing-related establishments must register and list their products. In June 2026, the agency proposed extending registration and product-listing requirements to foreign tobacco product manufacturers, which were not subject to the same obligations under the existing framework.
The New York design and Japanese-origin flavoring statements, together with historical U.S. establishment records, highlight the brand's use of U.S.- and Japan-related references in its product presentation.
The historical registration does not identify the manufacturing site of the newer 13mL CrossBar 20K devices. Their final assembly location, e-liquid filling site and component supply chain have not been established.
CrossBar Stands Apart Among Pennsylvania's 15 Disposable Entries
CrossBar 20K's inclusion is notable because of the composition of Pennsylvania's ENDS directory.
According to a 2Firsts analysis of the October 18 list, the 163 entries involved seven manufacturers.
The disposable category contained 15 entries: four CrossBar 20K products, four NJOY DAILY and DAILY EXTRA products, and seven e Cig 4 Inmate products.
CrossBar 20K was the only series in that category featuring a 13mL reservoir, flattened device format and advertised 20,000-puff rating.
By comparison, a single NJOY DAILY disposable contains approximately 0.9mL of e-liquid. CrossBar 20K's 13mL capacity is approximately 14.4 times larger.
The CrossBar device also holds substantially more e-liquid than a single 1.8mL Vuse Alto pod or a 0.7mL JUUL pod.
These figures compare e-liquid capacity per device or pod, rather than actual nicotine delivery or product lifespan.
Other major brands on the Pennsylvania directory included Vuse from British American Tobacco (BAT), NJOY from Altria Group, Logic from Japan Tobacco Group and JUUL.
Popular contemporary disposable brands such as Geek Bar, RAZ and Lost Mary were absent from the October 18 directory.
On October 8, Pennsylvania Attorney General Dave Sunday announced that enforcement of Act 57 of 2025 could begin on October 19.
According to the state's enforcement guidance, retailers, wholesalers and importers selling or offering unlisted e-cigarette products may face an initial civil penalty of $500 per product. Repeat violations may lead to higher penalties, license suspension or revocation, and seizure of non-listed products.
The four CrossBar 20K listings therefore provide a distinct Pennsylvania market-access position compared with high-puff disposable products absent from the directory.
Inclusion on the state directory does not constitute federal marketing authorization from the U.S. Food and Drug Administration (FDA).
From 1.3mL to 13mL: The Unclear Link to Earlier PMTA Filings

CrossBar 20K's inclusion also raises questions about the regulatory relationship between the brand's earlier products and newer devices.
A 2Firsts special report published October 22, 2026, identified historical CrossBar e-cigarettes with 1.3mL e-liquid capacities and associated records involving Romo LLC.
The earlier products primarily carried tobacco and menthol descriptions and had a premarket tobacco product application (PMTA) history dating to 2020.
By comparison, the newer CrossBar 20K devices contain 13mL of e-liquid, ten times the earlier capacity, with a substantially different device format and advertised usage specifications.
Public state-directory records show that some newer 13mL CrossBar products began appearing in U.S. state directories in 2025 under entities including Blue Nine LLC.
Pennsylvania's Act 57 of 2025 provides several routes to directory inclusion, including FDA marketing authorization and certain qualifying historical PMTA submissions.
One eligibility route involves products marketed by August 8, 2016, with PMTAs submitted by September 9, 2020, subject to other statutory conditions.
FDA procedures permit applicants to amend pending PMTAs with additional information or updates to certain product properties. The agency also provides a process for transferring application ownership.
However, FDA Form 4057a states that an amendment cannot be used to add new products to an existing PMTA; additional products require new applications.
Mr. K, a PMTA compliance expert previously interviewed by 2Firsts, identified amendments and application ownership transfers as possible mechanisms worth examining in CrossBar's product evolution.
Available public records have not established that either mechanism was used for CrossBar 20K. They also do not confirm whether the earlier 1.3mL products and newer 13mL devices are covered by the same PMTA submissions.
Industry Perspective
Pennsylvania's ENDS directory entered its enforcement phase in October 2026, making state-level listing status an important factor in local retail and distribution access.
CrossBar 20K's 13mL capacity and advertised 20,000-puff rating distinguish it from the traditional pod systems and compact disposable devices that account for much of the state's directory.
The brand's historical FDA product listings, U.S. establishment registration and current packaging references to New York design and Japanese-origin flavoring also provide clues about its product presentation and supply-chain history.
The regulatory relationship between earlier and newer CrossBar products remains unresolved. Nevertheless, four 13mL CrossBar 20K devices have secured Pennsylvania directory listings, giving the series a distinctive position among high-puff disposable e-cigarettes in the state.
