Amid this push, Chinese tobacco officials are meeting more frequently with senior executives from international tobacco companies. Given the limited publicly available information on China Tobacco’s international strategy, these official exchanges provide valuable insights into its global ambitions.

  • October 25: STMA Director & CNTC General Manager Zhang Jianmin met with KT&G President Bang Kyung-man in Beijing, accompanied by Deputy Director Wang Gongcheng.

China’s tobacco industry operates under a national tobacco monopoly system with unified leadership, vertical management, and exclusive rights. This governance structure is maintained through a single organization with dual identities: the STMA as the regulatory body and CNTC as the commercial entity. Thus, Zhang Jianmin holds dual titles as STMA Director and CNTC General Manager. STMA & CNTC oversee the regulation and management of China’s tobacco market. In 2023, STMA & CNTC contributed over $200 billion in taxes to the national treasury.
