Romanian Fast Food Restaurant Fined for Allowing Indoor Smoking
A fast-food restaurant in Timisoara, Romania was fined 5,000 lei for allowing smoking inside, according to Ziua de Vest.

According to Ziua de Vest, a fast-food restaurant in Timisoara, Romania, was fined 5,000 lei by the local police for allowing smoking on its premises by the manager.

 

After receiving a report, law enforcement conducted an inspection at the restaurant located on Holdelor Street and discovered individuals smoking inside the establishment.

 

According to the aforementioned regulatory bill, corporate entities that fail to comply with the provisions regarding smoking prohibition in enclosed spaces will face a fine of 5000 Lebanese pounds (approximately 7770 Chinese yuan) for their first offense. A second offense will result in a fine of 10000 Lebanese pounds, as well as supplementary sanctions that may include the temporary suspension of activities until the violation is rectified. A repeated violation of this law will incur a fine of 15000 Lebanese pounds, along with the additional penalty of closing down the establishment.

 

For individuals, the penalty ranges from 100 leu to 500 leu.

The High Court previously ruled that the exemption decision was irrational. Dzulkefly said withdrawing the appeal did not mean the government would stop regulating vaping, and that future regulatory approaches would continue under existing legal frameworks.

European Ombudswoman Teresa Anjinho has opened an inquiry into how the European Commission’s Directorate-General for Trade handles interactions with the tobacco industry. The case follows a complaint from a civil society organisation that alleges regular, unnecessary and non-transparent contacts between DG TRADE and tobacco industry representatives, raising questions over compliance with the EU’s obligations under the WHO Framework Convention on Tobacco Control. The inquiry remains ongoing, and the Ombudswoman has not reached any finding of maladministration.

As cigarette markets face long-term pressure, major tobacco companies are increasingly turning to nicotine pouches in search of growth beyond combustible tobacco. Reuters has examined whether nicotine pouches can become the next strategic growth platform for companies including Philip Morris International, British American Tobacco and Japan Tobacco. PMI strengthened its position through the acquisition of Swedish Match and its ZYN brand, while BAT and JTI continue expanding their own nicotine pouch portfolios. The category has gained attention because of its smoke-free, device-free format, but regulation, youth-use concerns and market scale will determine whether it can become a long-term growth engine.

China’s vape-related exports reached $1.047 billion in July 2026, up 16.5% year on year and the highest monthly total of the year. Growth was heavily concentrated in the U.S., where exports jumped 53.5% to $404 million and accounted for 94.9% of the overall increase. Exports to all other markets rose just 1.2%. By category, nicotine-containing non-combustible products—primarily vapes—under HS24041200 rose 24.7% and generated 95.5% of the total increase. Vape-device exports under HS85434000 fell 0.4%, while other nicotine-substitute products under HS24041990 grew 88.9% but remained comparatively small.

From Nicotine Salts to Cocrystals: China’s Shenzhen Huabao institute explores a more stable form for sustained nicotine release
China-based Shenzhen Huabao Collaborative Innovation Technology Research Institute Co., Ltd. has filed a patent application for a nicotine-ascorbic acid cocrystal, exploring a new solid-state form of nicotine. The patent proposes applications across e-liquids, heated tobacco sticks, oral tobacco, chewing tobacco and snuff. In nicotine pouch tests disclosed in the filing, cocrystal formulations showed less than a 6% decline in nicotine content after three months of accelerated storage and a release profile combining early-stage release with sustained delivery over 60 minutes. The filing reflects exploration of nicotine forms beyond conventional nicotine base and nicotine salts.
