Five years after Canada’s federal government announced plans to restrict vaping flavors nationwide, Health Minister Marjorie Michel has not said when or whether the measure will still proceed. In 2021, Health Canada said it planned to limit vaping flavors nationwide to mint, menthol and tobacco, citing evidence that fruity and sweet flavors appeal to youth.

Imperial Brands has outlined what the newly approved UK Tobacco and Vapes Act 2026 means for retailers. The legislation received Royal Assent on April 29, 2026, and gives the Government powers to extend tobacco-style regulation to a wider range of products, including vaping products, heated tobacco, nicotine pouches and cigarette papers. Imperial Brands emphasized that most measures will be introduced in phases rather than taking effect immediately.

Indonesia will strengthen surveillance of vapes amid growing concerns over drug-laced e-cigarettes. The National Food and Drug Monitoring Agency, or BPOM, will soon take charge of monitoring nationwide vape distribution and said it will work with the National Narcotics Agency, or BNN. BNN recently floated a plan to completely ban e-cigarettes, saying a total ban was the only way to prevent liquid narcotics.

The Texas Supreme Court issued a case summary on May 8, 2026, describing its decision in Hancock v. RJR Vapor Co. LLC. The dispute centered on whether RJR Vapor’s VELO oral nicotine pouches are taxable as “tobacco products” under the Texas Tax Code. Lower courts had held that the pouches were not taxable tobacco products, but the Texas Supreme Court reversed, concluding that VELO pouches are taxable because they are made of “a tobacco substitute.”

German Federal Environment Minister Carsten Schneider said he is preparing legislation to ban disposable e-cigarettes and will present a bill this year. Industry data estimated that legal e-cigarette sales in Germany rose by about one quarter in 2025 to €2.4 billion. Refillable devices are not expected to be affected by the ban.

FDA Center for Tobacco Products Acting Director Bret Koplow issued a statement on May 7 outlining new steps to accelerate tobacco product premarket application review. The statement said CTP reduced the backlog of applications by approximately 70% in 2025 and that there is no longer a queue for PMTAs pending acceptance review.
