2Firsts, September 19, 2025, Dortmund, Germany — The InterTabac 2025 trade show, held from September 18-20 in Dortmund, Germany, is underway. 2Firsts is on-site, tracking new product launches and industry trends to provide firsthand information and observations from the new tobacco sector.

 

During the exhibition, 2Firsts observed that several brands, including VOZOL, VOOM, smiss, KangTech, and MEGA BAR, have launched combination refillable e-cigarette products with "2+10" and "0+10" designs.

 

According to Section 14, Paragraph 1, Clause 1 of the German Tobacco Products Act (TabakerzG):

 

  • E-liquid containers must not exceed a volume of 10 ml.
  • The volume of disposable e-cigarettes or disposable pods must not exceed 2 ml.

2Firsts learned from brand representatives that these "2+10" and "0+10" combination refillable e-cigarette kits are innovative attempts by companies to operate within the regulatory framework. Essentially, they are shifting the "refilling action" to the consumer, thereby separating the "retail packaging" from the "e-liquid storage during use."

 

For example, with "0+10," the "0" refers to an empty pod—an atomizing chamber without pre-filled e-liquid—which the consumer must fill before use. The "10" corresponds to a 10ml e-liquid bottle, the maximum volume allowed by German regulations. After purchase, users must pair the 2ml empty pod with the 10ml e-liquid bottle to complete the experience.

 

This combination method not only meets regulatory requirements but also offers consumers more flexibility. Some manufacturers also see it as a crucial way to enter the German market and expand their brand influence.
