2Firsts, September 5, 2025 - A company executive authorized by Singapore’s Health Sciences Authority (HSA) to conduct e-cigarette enforcement operations has been charged with corruption. The 34-year-old defendant, Michael Anthony Pillay, is the Chief Enforcement Officer at WSH Experts Pte Ltd.

Pillay allegedly solicited $8,000 in bribes from a man named Chua Wee Ming in 2024. In exchange, he offered information about upcoming e-cigarette raids by the HSA. When the case was brought before the court on September 5, Pillay did not have a lawyer and requested time to hire one. The case has been adjourned to next month.

Chua Wee Ming, a 34-year-old Malaysian man, is linked to a previous e-cigarette smuggling case. He is suspected of smuggling thousands of e-cigarettes and related components into Singapore and recruiting others to assist in the operation. Chua was arrested in October 2024 and is currently in custody awaiting trial. Two other individuals involved in the case have already been sentenced to imprisonment.

The UK Insolvency Service said YSK Enterprises imported large quantities of vapes from China in 2023, with a shipment addressed to the company declared as medical nebulizers before Border Force found 352,688 vaping products. HMRC calculated nearly £15 million ($20.3 million) in unpaid VAT and customs duty, alongside about £437,000 in corporation tax. Two directors were disqualified for nine years. The case predates the UK's Vaping Products Duty, which will introduce vape-specific excise and duty-stamp requirements from October 2026.
