Spain to Impose New Taxes on E-liquid Starting 2025
Spain to impose new taxes on e-liquid starting April 1, 2025, following regulations in the Royal Decree Law.

According to Spain's El País newspaper, starting from April 1, 2025, Spain will be imposing a new tax on e-liquids. This policy is being implemented by the Spanish government based on a royal decree law called the "Comprehensive Law.

 

New tax standards: For each milliliter of e-liquid containing less than 15 milligrams of nicotine, a tax of 0.15 euros will be levied; if the nicotine content is higher, the tax will be 0.20 euros per milliliter.

 

In addition, the sale of e-liquid requires monthly reporting, which is the responsibility of manufacturers, storage facilities, distributors, and importers of e-cigarettes, including companies that purchase in the European Union and sell in Spain.

 

At the same time, tax authorities will also begin taxing the increasingly popular nicotine pouches, with a tax of 0.10 euros per gram of nicotine pouch.
