2Firsts, November 28, 2025 — According to Oxu.Az, citing the press service of the Ministry of Justice of Uzbekistan, President Shavkat Mirziyoyev has signed a law completely banning the sale, distribution, and use of e-cigarettes and vape liquids throughout the country.
Under the new legislation, any illegal circulation of e-cigarette products — including their manufacture, sale, or transportation — will be treated as a criminal offense. Offenders may face fines ranging from 300 to 500 basic calculation units (approximately US$10,300–17,200), or two to three years of corrective labor. For repeated or large-scale violations, offenders may receive three to five years of imprisonment or restricted freedom.
The law was passed by the lower chamber of parliament in January, approved by the senate in April, and officially enacted on November 27, 2025. It amends the national Law on Restricting the Distribution and Consumption of Alcohol and Tobacco Products to include a complete prohibition on the trade and use of e-cigarettes and their liquids.
The Ministry of Justice clarified that individuals who voluntarily admit to violations and surrender banned products to authorities may be exempted from criminal prosecution. The measure aims to strengthen Uzbekistan’s tobacco control framework, reduce youth exposure to nicotine, and safeguard public health.
