China’s State Council has appointed Zhang Xiaotang as deputy director of the State Tobacco Monopoly Administration, with the regulator’s official website now listing him as a Party leadership group member and deputy director. Zhang previously led Hebei China Tobacco and earlier headed the STMA’s finance and audit department. His appointment follows the elevation earlier this year of former tax official Yao Laiying to head the STMA, adding another senior official with a strong fiscal or financial-management background to China Tobacco’s top leadership in 2026.

China’s State Council has appointed Zhang Xiaotang as deputy director of the State Tobacco Monopoly Administration, according to a personnel announcement released by the Ministry of Human Resources and Social Security on September 20, 2026.

The STMA has also updated its official leadership page to list Zhang as a member of the agency’s Party leadership group and a deputy director. Public records show that Zhang was born in January 1973, holds a postgraduate qualification and an MBA, and is a senior-level accountant.

Zhang had served as Party secretary and general manager of Hebei China Tobacco Industry Co., Ltd. since November 2022. He previously worked in the STMA’s Department of Financial Management and Supervision, also known as the Audit Department, becoming deputy director in December 2018 while overseeing the department’s work and director in November 2019.

Earlier in his career, Zhang held a series of finance and management positions in Hunan’s tobacco sector. Public records identified him as head of Hunan China Tobacco’s financial management department by 2009. He later held positions including deputy general manager and strategy director at Hunan China Tobacco and deputy general manager of China National Tobacco Corp.’s Hunan provincial company.

The appointment follows a change at the top of China Tobacco earlier in 2026. Yao Laiying became STMA Party secretary on March 20 and was appointed director on April 2. Yao had previously served as deputy commissioner of the State Taxation Administration and held earlier roles in government finance, local taxation and state-asset administration.

The two officials entering China Tobacco’s top leadership in 2026 therefore bring substantial fiscal or financial-management experience from different parts of China’s state system: Yao from government finance and taxation, and Zhang from tobacco-sector finance, auditing and corporate operations.

As of September 20, authorities have not disclosed Zhang’s specific portfolio as deputy director.
