China's E-cigarette Exports to France in September 2023

China's e-cigarette exports to France in September 2023 reached $15.58 million, with a 4.89% month-on-month and 2.14% year-on-year growth.

According to the latest trade data from the General Administration of Customs of the People's Republic of China, 2FIRSTS has compiled the e-cigarette export figures from China to France in September 2023. The details are as follows:

The export volume reached approximately 15.58 million US dollars, marking a 4.89% increase compared to the previous period and a 2.14% increase year-on-year.

The export volume reached approximately 271 tons, representing a month-to-month increase of 6.53% and a year-on-year increase of 27.43%.

The export unit price decreased by 1.53% compared to the previous period and decreased by 19.85% compared to the same period last year. The average price of "e-cigarettes and similar personal electronic vaporizers" is $8.15 per unit.

Among them, "e-cigarettes and similar personal electronic vaporizing devices" accounted for 55% of the export commodity category, while "non-combustible products containing nicotine that do not contain tobacco or reconstituted tobacco" accounted for 45%.

According to data from Statista, it is predicted that the e-cigarette market revenue in France will reach $1.1 billion by 2023. The market is expected to have an annual growth rate of 0.72% from 2023 to 2028. In terms of per capita income, the average e-cigarette consumption per person in France is projected to be $19.23 in 2023. The e-cigarette market in France continues to thrive; however, Prime Minister Elisabeth Borne has announced a plan to ban the sale of disposable e-cigarettes by the end of this year.

From Nicotine Salts to Cocrystals: China’s Shenzhen Huabao institute explores a more stable form for sustained nicotine release

China-based Shenzhen Huabao Collaborative Innovation Technology Research Institute Co., Ltd. has filed a patent application for a nicotine-ascorbic acid cocrystal, exploring a new solid-state form of nicotine. The patent proposes applications across e-liquids, heated tobacco sticks, oral tobacco, chewing tobacco and snuff. In nicotine pouch tests disclosed in the filing, cocrystal formulations showed less than a 6% decline in nicotine content after three months of accelerated storage and a release profile combining early-stage release with sustained delivery over 60 minutes. The filing reflects exploration of nicotine forms beyond conventional nicotine base and nicotine salts.

China’s HTP Exports Fell 14.3% in H1 2026 as Russia and Belarus Accounted for 76% Lead

In H1 2026, China’s HS 24041100 exports stood at $1.32 million, down 14.3% YoY, with volume falling 17.2% to 55.33 tons. Market distribution shifted drastically amid overall export drops. Exports to Russia and Belarus totaled $1 million, taking 76.0% of all shipments versus 29.5% in H1 2025. Belarus became the top destination with export value jumping 177.5%, while the Philippines, Singapore and Indonesia’s combined share slumped from 49.3% to 11.2%.Domestically, Yunnan led exporter registrations; Jiangsu and Shanghai were key suppliers, yet Anhui and Sichuan had no exports. Heavy concentration means order or declaration changes for Russia/Belarus greatly affect national aggregate data. The data shows customs entry points (not end markets), covering tobacco consumables only, excluding heating equipment and the complete HTP supply chain.

BAT Regional Director Fred Monteiro Supports Spain’s Nicotine Rules but Opposes 0.99mg Nicotine Pouch Limit

Spanish newspaper El Confidencial interviewed Fred Monteiro, Regional Director for Americas and Europe at British American Tobacco (BAT). Monteiro said BAT supports setting regulatory limits for nicotine products but opposes Spain’s proposed 0.99mg nicotine-per-pouch limit, arguing that such a restriction could affect adult smokers’ transition to alternatives. He said nicotine regulation should be based on scientific evidence and harm reduction principles. Monteiro also said smoke-free products now account for around 25% of BAT’s Americas and Europe business and nearly 30% of its Europe business
