At 17:00 on January 5 (Beijing time), 2FIRSTS launched the 2023 Annual Development Strategy Meeting online with the Independent European Vape Alliance (IEVA). The two sides exchanged views on the 2023 development plan, environmental protection issues of disposables, global vapor industry documentary, and China-EU bilateral market and regulatory information. They also deepened the vision of future cooperation.

On January 5, 2023, 2FIRSTS held an online meeting with IEVA to discuss the strategic approach for the annual development of 2023. 2FIRSTS's CEO Alan Zhao, COO Echo Guo, International Public Relations Manager Jason Tian, and editors-in-chief of 2firsts.cn and 2firsts.com Yuna Hou and Ellesmere Zhu, as well as IEVA's Chairman Dustin Dahlmann, Treasurer and Membership Manager Ciprian Boboi, and Press Coordinator Philip Drögemüller attended the meeting. The meeting agenda is as follows.

 

1. The two sides conducted in-depth discussions and studies on the commercial feasibility of disposables recycling.

2. Alan Zhao shared the latest regulatory developments, the market situation of China's e-cigarette industry in 2022, and the forecast for 2023.

 

3. 2FIRSTS communicated with IEVA on more future cooperation projects and deepened their vision of cooperation.

 

At the meeting, IEVA showed its hope to be able to access 2FIRSTS's databases on the list of licensed enterprises, which would facilitate the compliance development of the European e-cigarette industry.

 

2FIRSTS's editors-in-chief exclusively interviewed Cipri on the European e-cigarette market. 2FIRSTS will maintain contact and communication with IEVA, focus on the developments of the European vape market, and join hands with IEVA to foster the healthy and compliant development of the Chinese and European vaping industry.

China’s State Council has appointed Zhang Xiaotang as deputy director of the State Tobacco Monopoly Administration, with the regulator’s official website now listing him as a Party leadership group member and deputy director. Zhang previously led Hebei China Tobacco and earlier headed the STMA’s finance and audit department. His appointment follows the elevation earlier this year of former tax official Yao Laiying to head the STMA, adding another senior official with a strong fiscal or financial-management background to China Tobacco’s top leadership in 2026.

From Nicotine Pouches to Soft Candy Forms: China Tobacco Hubei explores adjustable-release oral nicotine products
China-based China Tobacco Hubei Industrial Co., Ltd. has filed a patent application covering an oral nicotine product and its preparation method. The patent proposes a soft candy-shaped oral nicotine product containing nicotine ingredients, gelling agents, sweeteners and alkaline pH regulators. Through formulation adjustments and homogeneous or dual-layer structures, the technology aims to achieve different nicotine release profiles. The filing reflects exploration of new oral nicotine product formats and controlled nicotine delivery approaches.

China Tobacco Hubei Industrial Co., Ltd. disclosed several oral nicotine-related patent applications in August 2026, including two that approach staged nicotine release from different directions. One uses a high-viscosity membrane that forms inside the pouch after contact with saliva to slow rapid early release, while the other uses gradient particles with a faster-disintegrating outer layer and a slower core to create a fast-to-sustained release profile. Together, the filings explore how nicotine pouches could balance initial delivery with release later in use.

China Tobacco Yunnan files patent for cellulose-free nicotine pouch scaffold to replace microcrystalline cellulose
China Tobacco Yunnan Industrial Co., Ltd. has filed a patent application for a cellulose-free scaffold material for nicotine pouches, proposing a combination of bioceramic material, polydextrose and sugar alcohols to replace conventional microcrystalline cellulose and cellulose derivatives. The filing aims to address issues including powdery mouthfeel, residue and limited release control, while also reducing reliance on existing cellulose-based patent portfolios. In patent examples, one fast-release formulation reached a nicotine release rate of 50% at 10 minutes and more than 90% at 20 minutes.
