Editor's Note:

After the publication of this article, some experts pointed out that Import Alert 98-06 is aimed at products rather than companies, that is, this time it targets the RAZ DC25000 ENDS products, not all products of Qisitech.
For the sake of accuracy, this article has been specially updated.

Recently, the official website of the U.S. Food and Drug Administration (FDA) updated Import Alert 98-06. 2Firsts noticed that a product of Zhuhai Geekvape Technology Co., Ltd. (hereinafter referred to as "Geekvape"), was included in the latest import alert list.

Comparison between information released by the FDA and information from Tianyancha shows that ZHUHAI QISITECH CO., LTD, also known as Zhuhai Qisi Manufacturing Co., Ltd., was established in 2021 and is a wholly-owned subsidiary of Shenzhen Geekvape Technology Co., Ltd. Geekvape is the brand owner of Geek Bar and Geek Vape, two of the most well-known e-cigarette brands in the United States, while Qisitech is one of the main contract manufacturers under Geekvape.

According to the FDA official website, departments can detain tobacco products listed on the Red List of this Import Alert without needing to conduct physical examinations. If a company wants to remove their products from the list, they must provide information to the relevant agencies to demonstrate that they have addressed the issues leading to non-compliance.

According to the above provisions, Qisitech's exports of the mentioned product to the United States will be detained until they are removed from Import Alert 98-06 list.

Compliance expert Kurt informed 2Firsts that Import Alert 98-06 is a list of companies that have submitted PMTAs (Pre-Market Tobacco Product Applications). Meanwhile, Import Alert 98-07, as listed on the FDA website, is focused on companies that have submitted PMTA applications.

2Firsts will continue to monitor the development of the event and provide timely updates on related coverage.

Ohio Supreme Court Weighs Whether State Consumer Law Can Restrict Flavored Vape Sales
Ohio Supreme Court Weighs Whether State Consumer Law Can Restrict Flavored Vape Sales
The Ohio Supreme Court is hearing a case involving flavored vape sales and whether state authorities can use consumer protection laws to take action against retailers selling unauthorized vape products. Ohio officials argue that selling unauthorized flavored vapes may constitute consumer deception, while retailers argue that tobacco product regulation falls under federal Food and Drug Administration (FDA) authority and that states cannot impose additional restrictions through consumer laws. The case could affect the scope of state-level vape regulation across the United States.

Scottish Vape Display Rules Could Cost Businesses £61 Million, Affecting More Than 11,000 Retail Outlets
A Scottish government impact assessment estimates that proposed vape display and packaging rules could create up to £61 million ($82 million) in compliance costs for businesses, affecting more than 11,000 retail outlets. The estimated costs are mainly linked to inventory adjustments, retail storage changes and the resources required for businesses to understand and implement the new requirements. The measures form part of the UK’s broader efforts to tighten vape regulation, particularly around product displays, packaging and sales practices.

Germany Probes 7.6 Million Illegal Vape Case With Estimated €33.3 Million Tax Loss; Four Chinese Manufacturer Employees Under Investigation, Some Packaging in Enforcement Images Resembles FUMOT Products
German prosecutors and customs authorities are conducting a criminal investigation into an alleged cross-border organised vape network. Authorities say that between January 2024 and March 2025, four employees of an unnamed Chinese e-cigarette manufacturer allegedly built a network of sales agents and wholesalers that brought more than 7.6 million nicotine disposable vapes into Germany, causing an estimated €33.3 million in excise-tax losses. The manufacturer has not been named. Some products visible in enforcement images have packaging resembling products from FUMOT’s portfolio. European regulatory records from 2024, FUMOT’s public overseas-sales materials and records involving German vape importer and distribution company Zamu-Pro GmbH also show FUMOT/RandM products and German distribution activity during the period covered by the investigation.

China Tobacco Supply-Chain Leader Huabao’s Three-Way Transformation Takes Hold as Overseas Revenue Jumps 216%, Non-Flavor Businesses Reach 42.2% and the Company Expands Into Global Next-Generation Tobacco Supply Chains
Huabao’s H1 2026 results show the company advancing across three connected fronts: international expansion, entry into next-generation tobacco supply chains and diversification beyond its traditional tobacco-related base. Overseas revenue rose 216.08% to CNY 96.02 million, while non-flavor businesses reached 42.2% of total revenue. Huabao also said it had entered the supply chains of leading global tobacco customers, as its nutrition, food ingredient, fragrance and personal-care businesses gained ground in Europe, Southeast Asia, Australia and New Zealand. However, adjusted net profit increased only 2.78%, and next-generation tobacco revenue was not separately disclosed, showing that the transformation is reshaping revenue and customer exposure but has yet to translate fully into underlying earnings.

Philippines Weighs Unified Vape Tax as Lawmakers Back Risk-Based Rates and Government Seeks to Fill ₱66 Billion Revenue Gap
Philippines Weighs Unified Vape Tax as Lawmakers Back Risk-Based Rates and Government Seeks to Fill ₱66 Billion Revenue Gap
Philippine lawmakers are considering an overhaul of the country's vape excise-tax regime to eliminate the wide gap between taxes on nicotine salt and freebase nicotine liquids and reduce incentives for misdeclaration. House Bill 5364, filed by Rep. Rufus Rodriguez and Rep. Maximo Rodriguez Jr., would impose a unified ₱10-per-milliliter tax on vapor products, with 5% annual increases beginning in 2027. Rodriguez says the proposal could generate an average ₱6 billion in annual collections from 2027 through 2030. The debate comes as the Philippine government considers tobacco, vape and other health-tax reforms to help offset around ₱66 billion in revenue expected to be forgone under a proposed tax-relief package.
