According to Kazinform, Azerbaijan is considering administrative penalties for the use, import, export, production, wholesale and retail sale, and storage for sale of e-cigarettes, along with confiscation of the products involved.
The report says the proposed amendment to the Code of Administrative Offences was discussed at the Milli Majlis (Milli Majlis) Committee on Legal Policy and State Building. Under the draft, violations related to importing, exporting, producing, selling, or storing for sale e-cigarettes and their components would result in confiscation and fines. Proposed fine ranges are 350–500 manats (about $200–$300) for individuals, 1,650–2,200 manats (about $970–$1,300) for officials, and 4,000–5,000 manats (about $2,300–$2,900) for legal entities.
The draft also proposes a 30-manat fine (about $18) for using e-cigarettes in prohibited places, on streets, and in other public spaces.
The report adds that a full ban on the import, export, production, storage, sale, and use of e-cigarettes is expected to take effect on April 1, 2026.
