According to Day.Az, Azerbaijan has approved amendments to the Law “On Tobacco and Tobacco Products” introducing a comprehensive ban on e-cigarettes and their components.
The measures prohibit the import, export, production, storage, wholesale and retail sale, as well as the use of e-cigarettes and related components. The amendments were approved today by President Ilham Aliyev (İlham Aliyev/Ильхам Алиев).
The revised framework also classifies nicotine-containing e-cigarettes as “tobacco products” and prohibits their circulation.
The law defines an e-cigarette as a product (excluding food, tobacco products, medicines and medical devices) intended for delivery into the human body by inhalation of vapor that may contain nicotine or may be nicotine-free, used with a mouthpiece device or other components, including with or without a cartridge and a bottle. Refill bottles may be used once or multiple times, and devices may be refilled using disposable cartridges.
Heated tobacco products are explicitly excluded from being considered e-cigarettes under the definition.
The law enters into force on April 1, 2026.
