Colorado Senate Passes Bill Granting Counties Authority to Regulate Flavored E-Cigarettes
A bill in Colorado's State Senate grants counties the power to regulate or prohibit the sale and distribution of flavored e-cigarettes, cigarettes, and other nicotine products.

According to a report by Tobaccoreporter, a bill in the Senate of Colorado, United States, is set to grant counties the authority to regulate or prohibit the sale and distribution of flavored e-cigarettes, cigarettes, and other nicotine products.

 

Senate Bill 24-022 classifies flavored nicotine and tobacco products as any product, other than tobacco, that has a scent or taste, including products that create a cooling or numbing sensation.

 

According to Representative Kyle Brown, the initiator of the bill, nearly nine out of ten adults who smoke for the first time do so before the age of 18, citing the Centers for Disease Control and Prevention.

 

He stated that tobacco products can have negative effects on health, including cancer, while e-cigarettes and other e-cigarette products are "highly addictive and may harm the brain development of adolescents.

 

A similar bill was proposed during the 2022 legislative session but was rejected in the Senate. At the time, Governor Jared Polis expressed his opposition to the bill, stating that he believed this matter should be handled at the local level.

Cochrane 2026 Update Adds Nine Trials, Keeps High-Certainty Finding That Nicotine E-Cigarettes Improve Quit Rates Over NRT
Cochrane’s 2026 update of its living review on electronic cigarettes for smoking cessation included 80 randomized controlled trials involving 29,861 adult smokers, with nine trials added in this update. The review retained its high-certainty conclusion that nicotine e-cigarettes increase smoking cessation rates compared with nicotine replacement therapy. In absolute terms, about 10 in 100 people using nicotine e-cigarettes may quit smoking for at least six months, compared with about 6 in 100 using NRT. The review found no clear difference in serious adverse event rates between the two groups, while longer-term safety and the relative effectiveness of newer device types remain less certain.

European Ombudswoman Teresa Anjinho has opened an inquiry into how the European Commission’s Directorate-General for Trade handles interactions with the tobacco industry. The case follows a complaint from a civil society organisation that alleges regular, unnecessary and non-transparent contacts between DG TRADE and tobacco industry representatives, raising questions over compliance with the EU’s obligations under the WHO Framework Convention on Tobacco Control. The inquiry remains ongoing, and the Ombudswoman has not reached any finding of maladministration.

UAE Sets Dh1-Per-ml Minimum Excise Price for Vape Liquids From Sept. 1 While Keeping 100% Tax Rate
The UAE Ministry of Finance will introduce a minimum excise price for e-liquids used in vaping and electronic smoking devices from September 1, 2026. The minimum excise price will be set at AED 1 per millilitre. The existing 100% excise tax rate will continue to apply to tobacco and electronic smoking products. The measure changes the minimum taxable base rather than the tax rate, with the UAE government saying it aims to establish unified tax standards, improve market compliance and prevent pricing loopholes.
