Crackdown on Illegal Tobacco Products in Kazakhstan's Capital
Kazakhstan capital launches crackdown on illegal e-cigarette and chewing tobacco sales, with hundreds of shops inspected and fines imposed.

According to Zakon.kz, as of March 18th, all areas of the capital of Kazakhstan are undergoing surprise inspections for illegal sales and use of e-cigarettes and smokeless tobacco.

 

According to data from the official website of the Mayor's Office of Astana, approximately 700 shops have been inspected in five areas of the capital since the raid began. Working together, police officers and district mayor's offices have uncovered 145 cases involving the sale of non-smoking tobacco products, including underground factories producing chewing tobacco.

 

According to local police sources, stores selling illegal non-cigarette tobacco products and e-cigarette retailers will face administrative penalties and fines of around 92,300 Guen. Daily raids are being conducted at shops in the capital and will continue until March 31st.

 

So far, the Nura region has imposed fines on six stores, totaling 25 economic baseline points. In the Saryarkin region, two store owners have also received the same punishment. This crackdown on black market tobacco sales has also resulted in the seizure of approximately 60 kilograms of chewing tobacco in the Saryarkin region.

 

President Kasym-Jomart Tokayev brought up the issue of banning the import and sale of e-cigarettes in Kazakhstan during the third session of the National Assembly on March 15th.

The U.S. Court of Appeals for the Ninth Circuit upheld the FDA’s denial of MH Global LLC’s applications to market flavored electronic nicotine delivery systems (ENDS). The court ruled that FDA’s comparative-efficacy framework, which requires applicants to show that flavored products provide greater cessation or switching benefits than tobacco-flavored alternatives, is consistent with the Tobacco Control Act’s “appropriate for the protection of the public health” standard. The court also found that FDA was not required to establish the framework through notice-and-comment rulemaking.

U.S. Expands Illicit Vape Enforcement as ATF Brings PACT Act Powers Into Trade Fraud Task Force
The U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives said on September 23 that it has joined the interagency Trade Fraud Task Force to strengthen enforcement against illegal, misdeclared and smuggled vape and tobacco products. ATF will bring its authority under the Prevent All Cigarette Trafficking Act into the task force, including registration, reporting, shipping and record-inspection requirements covering interstate sales of electronic nicotine delivery systems. ATF said the move will strengthen its ability to trace illicit products from U.S. points of entry through domestic trafficking and distribution networks.

GSTHR Estimates 200 Million People Use Non-Combustible Nicotine Products as 28 Countries Show Rising Use Alongside Falling Smoking Rates
The Global State of Tobacco Harm Reduction, a project operated by Knowledge·Action·Change, estimates that about 200 million people worldwide use non-combustible nicotine products including vapes, heated tobacco, nicotine pouches and snus. Its 2026 report says use of these products rose alongside declining smoking rates in 28 countries it analyzed. The data do not establish that all 200 million users have quit smoking, nor do they prove a direct causal relationship. GSTHR also says regulatory restrictions on the products continue to expand in many markets.
