On September 12th, 2FIRSTS conducted on-site visits to several tobacco shops in Dortmund, Germany, in order to gain a deeper understanding of the current state of the e-cigarette market in the city.
In a survey conducted by 2FIRSTS at a tobacco products retail store, it was found that all the displayed products had tax labels and the e-liquid capacity was 2 milliliters. Most of the products were priced between 6.9 and 8.9 euros. However, there were also some products with unusually low prices, as low as 2.9 euros, and even the lowest discount could reduce the price to 10 euros for 10 units.

According to the store staff, these affordable products are more popular among consumers.
However, the store does not allow consumers to directly touch e-cigarette products; consumers must rely on the salesperson's introduction to understand product information.
Staff at 2FIRSTS have recently discovered that two promotional products they purchased from different brands have the exact same tax label number. This is an anomaly, as products from different brands typically have distinct tax label numbers. As a result, there are suspicions of counterfeit or substandard goods in relation to these two products.

According to the product packaging, these two products are labeled as LIO and KILLA brands. It is reported that LIO is a nicotine-free e-cigarette brand under IJOY, a Chinese e-cigarette manufacturer; KILLA is also a product manufactured by a Chinese manufacturer.
