Analysis of the "Regulations on the Management of Electronic Cigarette Prices in Involved Cases" policy


To effectively regulate and strengthen the management of prices for electronic cigarettes involved in cases, a set of guidelines called the "Price Management Regulations for Involved Electronic Cigarettes" (hereafter referred to as the "Regulations") has been developed based on the "Tobacco Monopoly Law of the People's Republic of China," the "Implementing Regulations of the Tobacco Monopoly Law of the People's Republic of China," and the "Electronic Cigarette Management Measures" (National Tobacco Monopoly Bureau Notice No. 1 of 2022), as well as other relevant laws, regulations, and normative documents.


The "Management Regulations" consist of twelve articles, primarily covering: 1) the basis, definitions, scope, and management responsibilities of the regulations; 2) detailed calculation methods for pricing different electronic cigarette products involved in the case, specifying standards for the prices of nicotine and aerosol components; and 3) explaining the management basis for the pricing of nicotine raw materials and other new tobacco products involved in the case, as well as clarifying issues such as ownership of interpretation rights and effective dates.

According to information released by ABF on August 20, sustained information sharing and cooperation led to investigations into 112 shipping containers, with 91 found to contain illicit tobacco. Authorities seized more than 60 million cigarettes and 60 kilograms of loose-leaf tobacco, representing more than A$92 million in unpaid duties. More than 60 people suspected of involvement in the network were arrested in China.
