Iowa Legislature Passes Bill Regulating E-cigarette Sales
Iowa legislators pass bill regulating e-cigarette sales, waiting for Governor Kim Reynolds' signature, impacting retailers and FDA regulations.

According to Kcci on April 23rd, the Iowa House of Representatives and Senate passed a bill last week that regulates the sale of e-cigarette products, which is now awaiting Governor Kim Reynolds' signature.

 

House Bill 2677 will ban retailers from selling e-cigarette products that are not registered with the state's approval. State Senator Chris Cournoyer stated that the new law will remove unsafe products from store shelves.

 

It also provides us with an enforcement mechanism, and gives them that list, so we can go in and know which updates they have, what can and cannot be sold in the store.

 

A dealer in the state said that the bill would make more than 99% of their products illegal. The company was already in a vulnerable position before the bill was introduced. Currently, all 23 e-cigarette products approved by the FDA must submit pre-market review applications by September 9, 2020. The dealer stated that they were one of the 25 million applications rejected by the FDA.

 

Currently, the governor of the state needs to sign the bill before mid-May. The bill will take effect 30 days after the end of the legislative session, which is on July 1st.

PMI Expands Its Second Global and First Asian Business Services Hub in the Philippines, Serving 160 Markets and Scaling Up AI Capabilities
Philip Morris International's PMI Business Solutions Philippines has expanded its global business services hub in Makati and plans to add more than 80 positions. Established in 2021 primarily to provide finance and IT support to about 20 markets, the center now employs 519 professionals delivering roughly 600 services across 160 markets. Its functions now span finance, human resources, IT, commercial operations, data analytics, supply chain and project management. PMI says the hub's next phase will focus on AI-enabled and higher-value work. The company did not disclose the size or investment cost of the expansion.

From Nicotine Salts to Cocrystals: China’s Shenzhen Huabao institute explores a more stable form for sustained nicotine release
China-based Shenzhen Huabao Collaborative Innovation Technology Research Institute Co., Ltd. has filed a patent application for a nicotine-ascorbic acid cocrystal, exploring a new solid-state form of nicotine. The patent proposes applications across e-liquids, heated tobacco sticks, oral tobacco, chewing tobacco and snuff. In nicotine pouch tests disclosed in the filing, cocrystal formulations showed less than a 6% decline in nicotine content after three months of accelerated storage and a release profile combining early-stage release with sustained delivery over 60 minutes. The filing reflects exploration of nicotine forms beyond conventional nicotine base and nicotine salts.

Australia's federal government introduced a new illicit tobacco enforcement bill on September 10 that would strengthen evidentiary presumptions, representative sampling, seizure and forfeiture procedures, proceeds-of-crime powers and obligations for customs and logistics operators.
