Kazakhstan Passes Bill Banning E-Cigarettes in the Country
Kazakhstan's Mazhilis passed a bill on January 24th banning the import, production, and sale of e-cigarettes.

According to an article by Kazakhstan media outlet Tengrinews on January 24th, the Mazhilis lower house in Kazakhstan has passed a bill in its second reading that completely bans the importation, production, and sale of e-cigarettes in the country.

 

According to our sources, the bill titled "Law on Amending and Supplementing Certain Laws in the Health Sector" introduces criminal liability for the distribution of e-cigarettes.

 

The maximum penalty for selling e-cigarettes is a detention period of up to 50 days.

 

The importation and dissemination of e-cigarettes carry a maximum penalty of up to two years of imprisonment.

 

In cases involving criminal organizations or similar activities conducted on an exceptionally large scale, or instances of repeated violations, a maximum sentence of five years imprisonment can be imposed.

 

However, the bill does not restrict medical assistance in order to allow healthcare professionals to choose the best treatment method based on patients' individual characteristics.

The UAE Ministry of Finance will introduce a minimum excise price for e-liquids used in vaping and electronic smoking devices from September 1, 2026. The minimum excise price will be set at AED 1 per millilitre. The existing 100% excise tax rate will continue to apply to tobacco and electronic smoking products. The measure changes the minimum taxable base rather than the tax rate, with the UAE government saying it aims to establish unified tax standards, improve market compliance and prevent pricing loopholes.
