Mass Vape Checks at Chicago Port: Sources Say Hundreds of Tons Under Scrutiny as Logistics Firms Halt Shipments

On the evening of May 8th, a source familiar with the e-cigarette logistics industry in the United States revealed to 2Firsts that since April 28th, the U.S. Customs and Border Protection (CBP) has been conducting large-scale inspections of e-cigarette-related products at the port of Chicago, and has seized hundreds of tons of goods.

According to sources, all recent shipments involving e-cigarettes have been required to undergo inspection. The related goods are currently being held at the Chicago port awaiting further examination. However, the source also mentioned that the shipments are still in the interception and inspection phase, and it is not certain yet whether the goods will be detained.

After verification with several companies engaged in the e-cigarette logistics business between China and the United States, 2Firsts have learned that, causing all related shipments to be temporarily suspended. As a result of this inspection, several companies in the US e-cigarette logistics sector have halted shipments, including two leading logistics companies in the industry.

According to sources familiar with the matter, in October 2024, the Chicago port experienced a similar scale of e-cigarette inspection. Subsequently, the U.S. Food and Drug Administration (FDA) announced on October 22 that, in collaboration with U.S. Customs and Border Protection (CBP), they conducted an enforcement operation and seized illegal e-cigarette products from multiple brands after inspecting all goods coming from China.

The announcement stated that in order to evade customs regulation and enforcement investigations, these unauthorized e-cigarette products are often deliberately misdeclared as items unrelated to electronic vapor products and incorrectly valued when declared for customs. The FDA stated that this joint operation seized approximately 3 million illegal e-cigarettes, with an estimated retail value of around $76 million. The confiscated products have been surrendered to the government in accordance with CBP regulations. This is the highest amount involved in an e-cigarette enforcement action by the agency to date.
