Milan to Implement Comprehensive Outdoor Smoking Ban from 2025
Milan will implement a nearly complete outdoor smoking ban starting January 1, 2025, in line with approved air quality regulations.

According to ANSA on December 26th, starting from January 1, 2025, Milan, Italy will almost completely ban smoking outdoors.


This marks a new phase in the air quality management regulations approved by the Milan City Council in 2020. The new regulations require smoking to be banned in all public outdoor areas or areas used by the public, unless individuals are able to maintain a distance of 10 meters from others.


According to Milan's air and climate plan, starting in 2021, the ban on certain activities will be expanded to specific areas such as public transport stops, parks, and green spaces. Starting on January 1, 2025, the city government stated that the ban will be further extended to all outdoor public or publicly used areas, including streets, with the exception of designated areas at least 10 meters away from others.


This smoking ban only applies to tobacco products, while the use of e-cigarettes is still allowed.

Germany's parliament is scheduled to hold a first reading of amendments to the Tobacco Tax Act on September 24. The government plans annual tax increases from 2027 through 2030 covering cigarettes, heated tobacco, vaping liquids and other categories. It expects the reform to generate €756 million in additional revenue in 2027, rising to €3.589 billion in additional annual revenue by 2030. Ahead of the parliamentary debate, the German Association of the Tobacco Industry and Novel Products, or BVTE, launched the "Tabaksteuer mit Augenmaß" campaign backed by BAT, JTI, Philip Morris, Reemtsma and wholesale and retail groups.

The Global State of Tobacco Harm Reduction, a project operated by Knowledge·Action·Change, estimates that about 200 million people worldwide use non-combustible nicotine products including vapes, heated tobacco, nicotine pouches and snus. Its 2026 report says use of these products rose alongside declining smoking rates in 28 countries it analyzed. The data do not establish that all 200 million users have quit smoking, nor do they prove a direct causal relationship. Russia's digital labeling regime for reusable e-cigarettes and similar personal vaping devices entered its first mandatory phase in September 2026. From September 1, manufacturers, importers and other market participants must register with the national Chestny ZNAK tracking system. From December 1, newly manufactured and imported covered devices will be required to carry digital identification codes and be reported as entering circulation.
