Moldovan Parliament approves tax reform plan for 2025, implementing different rates for cigarettes and heating tobacco devices.

According to Unian.Net on October 15, the Moldovan parliament recently passed a tax reform plan for 2025, deciding to implement different tax rates for regular cigarettes and pods used for heating tobacco devices.

According to the Ministry of Finance of Moldova, the aim of this tax adjustment is to align with the current tax practices of European Union countries.

According to the new tax policy regulations, the consumption tax on e-cigarette pods and e-cigarette e-liquid will be increased by 15%, rising from 2690.87 lire (152 dollars) per liter to 3094.50 lire (175 dollars). At the same time, the consumption tax on pods for heated tobacco devices in 2025 will increase by 5% (from 1318.62 lire per thousand units (75 dollars) to 1384.55 lire (78 dollars)), and the minimum consumption tax on regular cigarettes will increase by 10% (from 1318.62 lire per thousand units (75 dollars) to 1450.48 lire (82 dollars)). This means that by 2025, the tax rate difference between regular cigarettes and heated tobacco device pods will be 5%. It is worth mentioning that these tax rates will further increase at the same rate in 2026, with the difference expected to expand to 10%.
