Morocco Increases Taxes on Tobacco and Unhealthy Products
Morocco to increase tobacco prices, including cigarettes, starting January 2023, as part of a five-year anti-smoking plan.

Morocco's tax regulatory agency, the Customs and Indirect Taxes Administration (ADII), has announced that the prices of tobacco products, including cigarettes, will increase starting in January 2023.


The price hike announced in the 2022 national budget is part of Morocco's five-year strategy to curb the prevalence of smoking within the country by increasing tariffs. The new tax measures will result in a per-pack increase of 1-2 dirhams (approximately 0.66-1.32 yuan) for cigarettes sold in Morocco.


The year 2023 will mark the second year of implementation for this strategy, which was introduced in the 2022 national budget. The aim of this strategy is to gradually increase the tax on tobacco products every year over a period of five years.


Other products deemed harmful to public health will also see price increases. The government has announced that shisha (also known as "hookah") and electronic cigarettes will become even more expensive as part of the 2023 budget proposal for approval.


For shisha, the new tax means consumers will now have to pay 675 dirhams (approximately 445 yuan) per kilogram of smoking material.


In addition to tobacco products, the government has announced plans to levy a new tax on some sugar-intensive products, including soft drinks, to protect citizens' health.

New York State will extend its tobacco products tax to “alternative nicotine products,” including tobacco-free nicotine pouches, from September 1, 2026, at a rate of 75% of the wholesale price. Distributors, wholesalers and retailers must also inventory products held as of 11:59 p.m. on August 31 and pay a floor tax. Vapor products are excluded from the new category and remain subject to New York's separate 20% supplemental sales tax on the retail price.
