North Carolina Attorney General Launches JUUL Lawsuit Public Database
North Carolina Attorney General launches an online public library containing nearly 4 million documents related to the JUUL Labs lawsuit.

The Attorney General of North Carolina has announced the launch of an online, searchable public library that will contain nearly four million documents related to the state's lawsuits against e-cigarette manufacturer JUUL Labs.

The library was created and is maintained by the university libraries of the University of North Carolina at Chapel Hill (UNC) and the University of California, San Francisco (UCSF). According to Attorney General Josh Stein, the first 50,000 documents are now available for online access in the UCSF Industry Documents Library, with more documents being added monthly.

We are committed to creating an open and accessible database of JUUL documents to ensure transparency," said Stan in a statement. "We want people to understand what JUUL has done so that such a situation will never happen again. I appreciate the collaboration with UNC and UCSF and thank their teams for their hard work in making this document repository a reality.

In 2019, Stan filed a lawsuit against JUUL Labs, alleging the illegal design, marketing, and sale of e-cigarettes to teenagers. In 2021, he reached a landmark settlement with this pod vaporizer manufacturer, winning $47.8 million and demanding significant changes to the company's operations, as well as the disclosure of numerous documents generated during the litigation.

The documents include information about JUUL Labs' business practices, research, advertising, marketing, and sales data, which, according to Stan, reveal how the company markets its products to teenagers.

JUUL Labs' documents will be cross-searched with over 18 million documents from the tobacco, opioid pharmaceuticals, chemicals, drugs, food, and fossil fuel industries archives at UCSF Library.

Stan is currently investigating manufacturers, distributors, and retailers of e-cigarettes such as Puff Bar due to his ongoing concerns regarding flavors, age verification, and marketing practices.

Malaysia Withdraws Appeal Against Liquid Nicotine Ruling as Vape Regulation Framework Enters New Phase
Malaysia’s government has withdrawn its appeal against a High Court ruling concerning the regulatory status of liquid nicotine used in vape and e-cigarette products, according to reports by New Straits Times, Free Malaysia Today and CodeBlue on August 18, 2026. The Kuala Lumpur High Court ruled on May 15 that the government’s decision to remove liquid nicotine from the scheduled poisons list under the Poisons Act 1952 was irrational and made without proper consultation with the Poisons Board. The withdrawal ends the government’s appeal process, while the future regulatory framework for nicotine vape products remains under discussion.

South Korea Constitutional Court Upholds Volume-Based E-Liquid Tax, With Challenged Rates at KRW 370 and KRW 628 per Milliliter
South Korea Constitutional Court Upholds Volume-Based E-Liquid Tax, With Challenged Rates at KRW 370 and KRW 628 per Milliliter
South Korea's Constitutional Court has upheld fixed taxes on nicotine-containing e-cigarette liquids based on solution volume, ruling that challenged provisions imposing KRW 370 per milliliter in individual consumption tax and KRW 628 per milliliter in tobacco consumption tax do not violate the Constitution. The cases stemmed from historical disputes involving importers that reported nicotine as being extracted from tobacco stems rather than leaves. South Korea has since broadened its tobacco definition to include synthetic nicotine, while current tax laws provide reduced rates for certain products not derived from tobacco.

U.S. Senator Ron Wyden, the Democratic ranking member of the Senate Finance Committee, has launched an investigation into flavored vape policy changes and requested records from the Department of Health and Human Services (HHS), Reynolds American and Botanic Tonics. The investigation focuses on a timeline involving Reynolds American’s $5 million donation to MAGA Inc. in April 2026 and subsequent vape policy developments. Wyden said the review aims to examine potential links between political donations, corporate communications and government decisions. The investigation does not represent a finding of wrongdoing.

Canada Considers Easing Pharmacy-Only Nicotine Pouch Sales Rules, Potentially Reopening Convenience Store Channel
Canada Considers Easing Pharmacy-Only Nicotine Pouch Sales Rules, Potentially Reopening Convenience Store Channel
Canada's federal government is considering changes to current restrictions on where nicotine pouches can be sold, potentially allowing authorized products to return to convenience stores and other general retail channels, although no decision has been made. Since 2024, emerging nicotine replacement therapy products such as nicotine pouches have been largely restricted to behind-the-counter pharmacy sales. Health Canada, meanwhile, continues to recall unauthorized and higher-strength nicotine pouches, indicating that the current discussion concerns retail access for authorized products rather than a broad relaxation of nicotine pouch regulation.
