Pakistan Raises Tobacco Tax to Boost Revenue
Pakistan raises federal consumption tax on unprocessed tobacco to strengthen trade records and combat illegal trade.

The Pakistani government has announced an increase in the adjustable Federal Excise Duty (FED) on unprocessed tobacco in order to boost tax revenue from the tobacco industry. The duty will be raised from 10 Pakistani rupees (approximately 0.3 yuan) per kilogram to 390 Pakistani rupees (approximately 12.3 yuan) per kilogram during the green leaf threshing stage.


Cigarette manufacturers will be responsible for paying adjustable consumption taxes. This measure aims to strengthen the trading records of the tobacco industry while reducing illegal trade.


The adjustable consumption tax is being raised to increase the cost for illegal cigarette manufacturers who deceive the tax system. The consumption tax can be adjusted when manufacturers submit their declaration forms.

New York State will extend its tobacco products tax to “alternative nicotine products,” including tobacco-free nicotine pouches, from September 1, 2026, at a rate of 75% of the wholesale price. Germany collected €9.789 billion in total tobacco tax revenue from January through August 2026, down 10.8% from a year earlier, according to the Federal Ministry of Finance. Germany's tobacco tax base covers not only cigarettes and fine-cut tobacco but also heated tobacco and vaping liquids taxed as tobacco substitutes. The German Association of the Tobacco Industry and Novel Products, or BVTE, citing federal statistical data, said tax-paid cigarette volume fell 12.6% to 40.6 billion sticks.
