Problem of Illicit Tobacco and Nicotine Products in Russia
According to Russian media, the majority of Russia's tobacco market still operates on the black market, with only a fraction being legal.

According to a report from the Russian media outlet Business Online on February 1, Artem Kiryanov, Deputy Chairman of the Economic Policy Committee of the Russian State Duma, revealed during a press conference that a significant portion of the tobacco and nicotine-containing products market in Russia still operates in the black market. The legal circulation of these products accounts for less than one-third of the total domestic sales.

 

Kiryanov further added that nowadays consumers can identify legitimate products through the Data Matrix label on the product and the information provided by the "Honesty Mark" system.

 

When asked about the handling of e-cigarette products, Kiryanov stated that the Duma is currently debating whether to ban or regulate them.

 

He explained, "We choose to regulate the product so that we can understand the current situation and effectively combat illegal sales. If banned, the entire market will be pushed into the black market. This will result in a significant increase in the proportion of e-cigarette orders through the internet, from the current 5% to 95%. This will blur the line between e-cigarette consumption and the distribution network of illicit drugs. At this point, we must be clear that this is a situation that the Russian Federation cannot tolerate.

National regulations already vary significantly across the bloc, a fragmentation the Commission says creates internal-market barriers and distorts competition. No formal revised TPD/TAD legislative text has yet been published, with the Commission currently indicating December 2026 for the legislative initiative.

Turning Point Brands said Executive Chairman David E. Glazek will become CEO on October 1, replacing Graham Purdy, who is stepping down for personal reasons. The company narrowed its 2026 adjusted EBITDA outlook to $70 million-$80 million from $70 million-$90 million while maintaining Modern Oral gross sales guidance of $330 million-$350 million and net sales guidance of $260 million-$270 million. In the second quarter, Modern Oral net sales rose 128% to $68.4 million and accounted for 48% of company-wide net sales. Adjusted EBITDA fell 50% year over year. TPB shares closed about 10% lower on September 21.

Imperial Brands Acquires Helwit Owner Yoik Group for SEK 515 Million, More Than Doubling Swedish Nicotine Pouch Share
Imperial Brands has agreed to acquire 100% of Swedish modern oral nicotine company Yoik Group AB for an initial SEK515 million, equivalent to about US$53.9 million, plus a deferred payment linked to performance over the next two years. Yoik owns nicotine pouch brand Helwit, which held about 3.4% of Sweden’s modern oral nicotine market over the past 12 months. Imperial says the acquisition will more than double its existing share of the Swedish market. Helwit is also sold elsewhere in the Nordics, through European online channels and in selected UK retail outlets.

Bret Koplow, acting director of the U.S. Food and Drug Administration's Center for Tobacco Products, will deliver a keynote and participate in a fireside chat at the National Association of Tobacco Outlets' Sept. 29-30 conference in Washington. His appearance comes months after the FDA moved to accelerate PMTA reviews and introduced a more differentiated enforcement policy for certain unauthorized ENDS and oral nicotine pouch products. The agency also plans a public list identifying manufacturers and products it does not currently intend to prioritize for enforcement under the May guidance. NATO says its membership includes more than 66,000 retail stores, making product-status transparency and enforcement boundaries directly relevant to the retail sector.
