Rise of Teen Gangs in Kazan Causes Alarm
A teenage gang in Kazan, Russia is causing panic among local shop owners by stealing money and goods.

According to the latest report from Kazan, a Russian media outlet, the social network in Kazan is actively discussing a "Kazan youth gang," causing great concern among local store owners and exhibition hall operators who sell e-cigarettes and fireworks. According to the press office of the City Department of the Russian Ministry of Internal Affairs, the identities of these teenage criminals have been confirmed.

Retail store owners, who have been affected by such incidents, began reporting to the police in late November. They have reported cases of break-ins, theft of money and merchandise. The police have initiated criminal proceedings based on all the facts available.

In the Moscow region, they carried out their first robbery at an e-cigarette store. In November, the same group of teenagers broke into two shops selling flowers and fireworks in the Aviastroitelny District of Kazan. They stole 69,000 rubles from the cash registers, as well as fireworks and soft toys.

The police have confirmed the identities of these criminals, who are residents of the capital city, born in 2005 and 2008 respectively. The boys have admitted to their crimes. Currently, these juveniles are undergoing procedures for non-departure and appropriate behavior guarantees, while the police continue their investigation.

Smoke-Free Business Hits 42% of Q2 Net Revenue as PMI’s First TNFD Report Covers Single-Use Electronics, Critical Raw Materials and IQOS Repairs
Philip Morris International has published its first report aligned with the Taskforce on Nature-related Financial Disclosures, bringing its electronics supply chain and the use and end-of-life stages of smoke-free devices and consumables into its nature-related assessment. PMI said its smoke-free business accounted for about 42% of total net revenues in the second quarter of 2026. The report says non-circular electronic products, particularly single-use items, can increase consumption of limited natural resources and also details an IQOS repair pilot. A 2040 circularity scenario tests assumptions including a 50% reduction in product waste-related costs, 10% raw-material savings and a 25% substitution rate for refurbished products versus new products.

UAE Sets Dh1-Per-ml Minimum Excise Price for Vape Liquids From Sept. 1 While Keeping 100% Tax Rate
The UAE Ministry of Finance will introduce a minimum excise price for e-liquids used in vaping and electronic smoking devices from September 1, 2026. The minimum excise price will be set at AED 1 per millilitre. The existing 100% excise tax rate will continue to apply to tobacco and electronic smoking products. The measure changes the minimum taxable base rather than the tax rate, with the UAE government saying it aims to establish unified tax standards, improve market compliance and prevent pricing loopholes.

JUUL Purchasers Ask Ninth Circuit to Preserve Antitrust Classes in Case Over Altria’s $12.8 Billion Investment
JUUL Purchasers Ask Ninth Circuit to Preserve Antitrust Classes in Case Over Altria’s $12.8 Billion Investment
Private antitrust litigation stemming from Altria's 2018 $12.8 billion investment for a 35% economic interest in JUUL is advancing before the U.S. Court of Appeals for the Ninth Circuit. Direct purchasers, indirect purchasers and indirect resellers of JUUL products filed answering briefs this week seeking to preserve class certifications granted by a California federal court in February. Altria and JUUL argue that individual consumers and large distributors differ too much in purchasing terms to remain in a single direct-purchaser class, while a separate dispute concerns whether California antitrust law can apply to indirect purchasers across 27 jurisdictions. A September trial has been put on hold during the appeal.
