2Firsts, October 12, 2025 — According to a report by newsprom, the Tyumen Regional Parliament in Russia is currently deliberating a bill that would completely ban the purchase, use, and sale of e-cigarettes and vaping devices within the region.

Dmitry Morkovkin, Associate Professor at the Financial University under the Government of the Russian Federation, stated that from a legal standpoint, regional authorities possess sufficient power to implement such restrictions. Under Russia’s Law on Protecting Citizens from the Effects of Tobacco Consumption, federal subjects are allowed to enact stricter local regulations beyond federal standards.

However, some experts caution that a total ban could have unintended consequences. Nadezhda Kapustina, Professor at the same university, noted that such measures could stimulate the growth of underground markets, resulting in uncontrolled product quality and the possible inclusion of hazardous chemicals in e-liquids.

She added that the greatest danger lies in unregulated homemade devices and e-liquids, which may contain high concentrations of nicotine and toxic additives, posing serious health risks to consumers.
