Russia’s Federation Council Approves Ban on Vape and Cigarette Sales at Transport Stops
Russia’s Federation Council has approved a law banning the sale of all nicotine-containing products, including cigarettes and e-cigarettes, at urban and suburban public transport stops. The law includes an exemption for cases where a retail outlet at a stop is the only point of sale in a locality. The legislation will come into force on September 1, 2026.

2Firsts, December 19, 2025 – According to Interfax, Russia’s Federation Council approved a law at its Friday session banning the sale of all nicotine-containing products, including e-cigarettes, at urban and suburban public transport stops.

 

Under the legislation, retail trade in cigarettes, other nicotine-containing products, hookahs and devices used to consume nicotine-containing products is prohibited at stopping points of all types of public transport.

 

The ban does not apply in cases where a retail outlet located at a transport stop is the only place selling such products in a town or settlement.

 

The law was introduced to parliament by the Legislative Duma of Khabarovsk Krai and was supplemented with amendments proposed by the Russian government. It will enter into force on September 1, 2026.
