2Firsts, Spetember 8, 2025 — The State Duma is weighing comprehensive restrictions on vaping, and further proposals could be introduced, according to Alexey Kurinny, deputy chair of the Duma’s Health Protection Committee. He told Zvezda that, if adopted, the current draft would prohibit the manufacture, sale, and consumption of vapes and associated liquids.
At the end of August, Duma Speaker Vyacheslav Volodin said the lower house plans to take up a bill to fully ban the sale of vapes and e-liquids within the next two months. He added that using a vape in public places would carry a fine if the legislation is approved.
Kurinny noted there are at least two vape-related bills already before the Duma and under consideration for more than half a year. Whether those measures will be passed as drafted, folded into a new omnibus bill, or superseded by fresh initiatives remains to be seen.
