On June 20, 2023, the Office of the State Tobacco Administration sent out a notification on the "Guidelines for Promoting the Building of Quality Assurance Systems for Exported Electronic Cigarette Products", which the key points of the guidelines include:
- All e-cigarettes exported from China will need to comply with local regulatory legal requirements and need to be traceable throughout their inbound and outbound transport.
- All Chinese exports of e-cigarettes that are investigated by authorities overseas for quality issues must be reported to the Tobacco Administration where the manufacturer is located and be subject to relevant investigations.
- The State Tobacco Administration (STA) will establish a traceability system for exported e-cigarettes, Tobacco Bureaus at all levels should collaborate with Customs, market supervision, taxation and other departments to strengthen global supervision.
Upon the release of the Guidelines, four enterprises, SMISS, KANGER, UWELL and HOSTO expressed their support for the Guidelines and would strictly comply with the relevant laws and regulations.
SMISS expressed:
"We firmly support the promotion of the construction of product quality assurance system for exported electronic cigarettes, and will set an example by actively docking the international advanced technology, rules and standards. At the same time Sailmei will continue to improve the quality of its products and is committed to becoming a leader in the research and development of innovative tobacco vaping products and a healthy and green enterprise trusted by smokers around the world."
KANGER expressed:
"We strongly support the full operation in accordance with the law, full docking and compliance with the laws and regulations of the global regional market, ensure product quality, represent the image of Made in China, and maintain the continued influence of the brand."
UWELL and HOSTO expressed:
"Strongly support and respond to Guidelines."
At present, a number of enterprises are also contacting 2FIRSTS and have expressed their support for the Guidelines.
In addition, 2FIRSTS has also invited lawyers from the tobacco industry to interpret the Guidelines, and will be the first to release the interpretation content to help enterprises understand the details of the Guidelines, so stay tuned.
