Tax Reform on Nicotine Pouches in Finland
The recent tax reform on nicotine pouches in Finland may cause fluctuations in prices, affecting both new and old stock.

According to a recent report from Pledgetimes, a tax reform on nicotine pouches in Finland has come into effect at the beginning of January. This tax reform has the potential to cause fluctuations in the prices of nicotine pouches, as the prices of new products will be affected by tobacco taxes, while the prices of existing products will remain unchanged.

 

For example, a nicotine pouch that used to cost 6 euros might sell for 8.5 euros in the future, leaving consumers unaware of the actual price until the time of payment. The uncertainty in pricing stems from the fact that retailers can sell the nicotine pouches stocked before the year-end at the current price until the end of June next year. The new prices will come into effect once the old inventory is sold out at all retail outlets.

 

The government anticipates that industry operators may stockpile a significant quantity of nicotine pouches ahead of the legal reforms. This allows them to continue selling at the existing prices for a certain period after the start of the new year.

 

The Ministry of Finance and the Grocery Store Alliance (Päivittäitavarakauppa ry) both do not know and are unwilling to disclose when the consumer price of nicotine pouches will start to rise. Chief negotiator at the Ministry of Finance, Jenni Oksanen, stated, "We cannot assess this as we do not know the size of the warehouses and the pricing decisions.

 

Since its legalization, the price of nicotine pouches in Finland has remained stable at 5-7 euros. According to sales statistics provided by Luoto from Päivättäitavarakauppa ry, an estimated 1.5 million boxes of nicotine pouches were sold in retail stores during the period from July to September.

 

Luoto stated that the quantity might appear significant, but the actual usage quantity is evidently much higher. He reminded that nicotine pouches are also imported and ordered from overseas. As for whether nicotine pouches have increased the usage of nicotine products or replaced other nicotine products, it is currently unknown.

 

For instance, some users of nicotine products have shifted from using snuff to using nicotine pouches. Customs authorities have reported a significant decrease in the confiscation of snuff following the legalization of nicotine pouches.

 

According to the government's legislation, the purpose of the tax reform is to increase the price of nicotine pouches in order to prevent the harm they cause.
