Austria Plans to Reform E-cigarette Tax for Increased Revenue
Austrian authorities plan to introduce new taxes on e-cigarettes, aiming to boost national finances, according to Prensa Latina on Dec. 11.

According to Prensa Latina's report on December 11th, Austrian authorities are planning to introduce a new tax on e-cigarettes to bring in more funds for the national treasury.


Currently, e-cigarettes and their pods in Austria are only subject to a 20% sales tax, without having to pay a tobacco tax. In contrast, traditional cigarettes are required to pay a 60% tobacco tax.


Hannes Hofer, Director of the Austrian Tobacco Bureau, pointed out that from a public health perspective, this tax structure is clearly difficult to understand. He believes that tobacco sales should be converted to nicotine sales and that shops should be limited in their sales of e-cigarettes and nicotine products.


Hofel also pointed out that currently any bakeries, tire shops, or even cellphone retailers are free to sell these products, which has caught the attention of large retail chains. He emphasized that uncontrolled sales endanger the health of young people, while the demand for tobacco alternative products is growing by 50% annually.


The Austrian government is planning to reform taxation on e-cigarettes, with hopes that this move will increase the country's annual budget by approximately 1 billion euros.

According to The Maritime Executive on August 19, 2026, the Australian Border Force (ABF) and China’s Anti-Smuggling Bureau of General Administration of China Customs worked together to dismantle an international illicit tobacco smuggling network targeting Australia. According to information released by ABF on August 20, sustained information sharing and cooperation led to investigations into 112 shipping containers, with 91 found to contain illicit tobacco. Authorities seized more than 60 million cigarettes and 60 kilograms of loose-leaf tobacco, representing more than A$92 million in unpaid duties. More than 60 people suspected of involvement in the network were arrested in China.

China Tobacco Zhejiang files patent for pressure-triggered, on-demand oral nicotine release
China Tobacco Zhejiang Industrial Co., Ltd. has filed a patent application for an oral nicotine delivery product designed to let users actively adjust nicotine release. The product embeds two types of nicotine reservoirs with different wall thicknesses and positions inside a deformable matrix. Pressure applied with the tongue or lips can rupture the reservoirs and accelerate nicotine release. In simulated oral tests, several patent examples showed sharply higher peak nicotine release rates as applied force increased from 0 N to 1 N and 3 N. The filing explores a shift from preset release profiles toward user-triggered nicotine delivery.

The Global State of Tobacco Harm Reduction, a project operated by Knowledge·Action·Change, estimates that about 200 million people worldwide use non-combustible nicotine products including vapes, heated tobacco, nicotine pouches and snus. Its 2026 report says use of these products rose alongside declining smoking rates in 28 countries it analyzed. The data do not establish that all 200 million users have quit smoking, nor do they prove a direct causal relationship. GSTHR also says regulatory restrictions on the products continue to expand in many markets.
