British Government Provides Tax-Free Tobacco to Ukrainian Soldiers Training in the UK
The UK government is providing tax-free cigarettes to Ukrainian soldiers training in the country, despite proposed smoking ban.

According to a report by Metro on April 22, despite the recent proposal of a smoking ban by the UK government still being in the agenda, it has been revealed that the government has been providing tax-free tobacco to Ukrainian soldiers receiving training in the UK.

This proposal was put forward by the UK Defense Secretary Ben Wallace and former Ukrainian Defense Minister Oleksii Reznikov.

According to a plan reached by the Ministry of Defense, Ukrainian soldiers training in the UK will receive tax-free tobacco as part of their rations. In the UK, tobacco prices average about 15 pounds per pack, while in Ukraine, a pack of 20 cigarettes costs approximately only 1.70 pounds.

Currently, the British Defense Minister has approved the tax-exempt portion of the deal with the Treasury, and has obtained approval for legal risks from the Department of Health and Social Security.

According to reports, the agreement has been in progress since 2022.

Juul Sublicense Reshapes Vuse Alto Patent Bill as Court Ends R.J. Reynolds’ 5.25% Royalty Obligation to Altria
Juul Sublicense Reshapes Vuse Alto Patent Bill as Court Ends R.J. Reynolds’ 5.25% Royalty Obligation to Altria
According to Law360 on August 31, 2026, a federal judge in North Carolina ruled that a patent sublicense between R.J. Reynolds Vapor Co. and Juul Labs Inc. relieves Reynolds of its obligation to continue paying royalties to Altria Client Services LLC over Vuse Alto. A jury had previously found that Vuse Alto infringed three Altria patents and awarded approximately $95.2 million in past damages, after which Reynolds was ordered to pay an ongoing royalty equal to 5.25% of positive net sales. The new ruling finds that a valid sublicense can eliminate future infringement, potentially ending what Altria described as hundreds of millions of dollars in future royalties.

Canada Considers Easing Pharmacy-Only Nicotine Pouch Sales Rules, Potentially Reopening Convenience Store Channel
Canada Considers Easing Pharmacy-Only Nicotine Pouch Sales Rules, Potentially Reopening Convenience Store Channel
Canada's federal government is considering changes to current restrictions on where nicotine pouches can be sold, potentially allowing authorized products to return to convenience stores and other general retail channels, although no decision has been made. Since 2024, emerging nicotine replacement therapy products such as nicotine pouches have been largely restricted to behind-the-counter pharmacy sales. Health Canada, meanwhile, continues to recall unauthorized and higher-strength nicotine pouches, indicating that the current discussion concerns retail access for authorized products rather than a broad relaxation of nicotine pouch regulation.

As Regulators Focus on Nicotine Pouch Child Safety, Safeguard Pursues an External Packaging Route
As regulators pay closer attention to child safety in nicotine pouches, manufacturers face a practical challenge: how to strengthen child-resistant packaging without unnecessarily reworking products, production lines and regulatory submissions already in place. In a written interview with 2Firsts, Chemular detailed Safeguard’s external packaging approach, its customer-specific testing requirements and possible PMTA pathways. The model remains early-stage, but it offers a new way to think about an increasingly important regulatory and manufacturing issue.
