Greece Plans New Law to Crack Down on E-Cigarettes Sales to Minors
Greece to introduce stricter penalties for selling alcohol, e-cigarettes, and vaping devices to minors, following recent incidents.

According to Tovima's report on November 7th, the Greek Ministries of Citizen Protection, Justice, and Health have decided to introduce a new bill in parliament that will impose stricter penalties on those providing alcohol, e-cigarettes, and vaping devices to minors.

 

This decision was made after multiple instances of selling alcohol to minors occurred.

 

According to sources, businesses that illegally sell these harmful products to minors will face imprisonment, economic fines, and other administrative penalties, including immediate closure of the companies involved. Government officials have acknowledged that in the past, there have been lax regulations regarding minors' access to these harmful products, with a significant decrease in the number of police officers enforcing smoking bans, weakened penalties, and even decisions allowing minors to consume alcohol at private events.

 

Minister of Justice Giorgos Floridis commented on the new regulations, said: "In order to protect minors, all regulatory measures will be stricter and law enforcement efforts will be increased."

Germany collected €9.789 billion in total tobacco tax revenue from January through August 2026, down 10.8% from a year earlier, according to the Federal Ministry of Finance. Germany's tobacco tax base covers not only cigarettes and fine-cut tobacco but also heated tobacco and vaping liquids taxed as tobacco substitutes. The German Association of the Tobacco Industry and Novel Products, or BVTE, citing federal statistical data, said tax-paid cigarette volume fell 12.6% to 40.6 billion sticks. BVTE is using the latest figures to argue against further tax increases planned from 2027 through 2030, while Germany's parliament is scheduled to hold a first reading of the bill on September 24.

China-based Hunan China Tobacco Industry Co., Ltd. and Shenzhen Baisha Technology Co., Ltd. have filed a patent application covering an adult-user identification mechanism for heated tobacco devices. JAMA has published a Special Communication offering systematic recommendations for U.S.-based clinicians on the use of nicotine e-cigarettes in adult smoking cessation. Developed by the Harm Reduction Workgroup of the Society for Research on Nicotine and Tobacco’s Treatment Research Network, the paper recommends including e-cigarettes alongside FDA-approved cessation medications in risk-benefit discussions. The FDA authorized the JUUL2 device and tobacco- and menthol-flavored pods on Aug. 28, bringing the number of authorized e-cigarette products to 48. The agency highlighted complete switching among adult smokers, with six-week switching rates reaching 28.4%–49.3% for the menthol pod. The decision comes as FDA works to speed PMTA reviews, reduce application backlogs and expand authorized e-cigarette and nicotine-pouch products while maintaining enforcement priorities for unauthorized products.
