"All Smoking Products are Harmful" Responds HK Health Dept. to 2FIRSTS
Hong Kong's e-cigarette market faces high prices and rampant counterfeit products, as a ban imposes restrictions.

On April 30, 2022, what some insiders called the "strictest ever" e-cigarette ban came into effect in Hong Kong, China. A year and a half later, in December 2023, 2FIRSTS conducted an undercover investigation into the e-cigarette market in Hong Kong, revealing a rampant problem of exorbitant prices and counterfeit products. Local e-cigarette consumers were forced to resort to unofficial channels, paying higher prices for inferior quality products.

 

In light of these findings, 2FIRSTS reached out to the Hong Kong Department of Health for further information. The department responded, reiterating the government's commitment to protecting public health and highlighting the implementation of the Revised Smoking (Public Health) Bill 2019 which came into effect on April 30, 2022. The bill prohibits the import, manufacture, sale, distribution, and promotion of alternative smoking products, including e-cigarettes, heated tobacco products, and herbal cigarettes in Hong Kong.

 

The authorities also mentioned the release of a public consultation document titled "A Dynamic, Healthy, and Smoke-free Hong Kong," through which the public and media can provide their feedback.

In June 2023, the Hong Kong government eased restrictions on transportation management, allowing for the transit of e-cigarette products within Hong Kong. Will the government's attitude towards regulating e-cigarettes continue to shift? Can the underground market for e-cigarettes in Hong Kong be improved in the short term? A commentary published in the international open-access, peer-reviewed Harm Reduction Journal argues that randomized controlled trials remain central to evaluating smoking cessation efficacy but cannot alone capture real-world uptake, complete switching, longer-term use and population impact of non-combustible nicotine products such as e-cigarettes, heated tobacco and nicotine pouches. The authors frame impact as “reach × efficacy” and call for real-world evidence to complement RCTs. Three days after publication, the FDA authorized three JUUL2 products and highlighted complete switching among adult smokers in explaining its decision, providing a timely regulatory backdrop to the debate.

China’s State Council has appointed Zhang Xiaotang as deputy director of the State Tobacco Monopoly Administration, with the regulator’s official website now listing him as a Party leadership group member and deputy director. Zhang previously led Hebei China Tobacco and earlier headed the STMA’s finance and audit department. His appointment follows the elevation earlier this year of former tax official Yao Laiying to head the STMA, adding another senior official with a strong fiscal or financial-management background to China Tobacco’s top leadership in 2026.

Wang Gongcheng, deputy administrator of China’s State Tobacco Monopoly Administration, met KT&G Chief Operating Officer Lee Sang-hak in Shanghai on September 1, according to Oriental Tobacco News. The meeting comes as China seeks public comment on a draft mandatory national standard for heated cigarettes. The report did not disclose the subjects discussed or indicate whether heated tobacco products or market access were addressed.

Australian Coalition Unveils Illicit Tobacco Plan With 80% Excise Cut and Legal, Taxed Vapes and Nicotine Pouches
Australia’s Coalition has unveiled a national illicit-tobacco policy that would cut tobacco excise by 80% and create legal, regulated and taxed adult markets for vaping products and nicotine pouches if it wins government. The plan proposes an excise of A$0.50 per millilitre of e-liquid and A$0.025 per milligram of nicotine in pouches, alongside A$200 million in additional enforcement and a A$60 million three-year public-awareness campaign. The Coalition says the package would narrow the price advantage of illicit products and undermine organised crime, while Labor and public-health groups warn that dramatically cheaper cigarettes could reverse long-term declines in smoking.
