Hong Kong Government Proposes Significant Increase in Tobacco Taxes
Hong Kong proposes immediate tax hike on cigarettes in 2024-25 budget, aiming to reduce tobacco use effectively.

According to a report by RTHK on February 28, Financial Secretary of the Hong Kong Special Administrative Region, Paul Chan Mo-po, stated in the "2024-25 Budget" that the government proposes an immediate increase of 0.8 HK dollars in tax on each pack of cigarettes, and a proportional increase in the tax rate of other tobacco products, with the same magnitude as last year.

Sources say that this year, the tobacco tax has increased by 31.92%. Calculated based on a pack of 20 cigarettes, the average retail price per pack is 93.68 Hong Kong dollars, with 66.12 Hong Kong dollars being the tax.

Secretary for Food and Health Chen Maobo believes that increasing tobacco taxes is an internationally recognized measure to effectively reduce tobacco use. It is expected that the proportion of tobacco tax to the retail price of cigarettes will increase to about 70%, gradually moving towards the World Health Organization's recommended level of 75%, to strengthen smoking cessation incentives and protect public health. It is worth noting that this year marks the second consecutive year of tobacco tax increases, with a planned 30% increase in 2023. At that time, it was suggested to immediately raise the tobacco tax on each cigarette by 0.6 Hong Kong dollars.

Japan Tobacco International's Irish business has proposed a €0.25 tax increase on a pack of 20 cigarettes in its pre-Budget 2027 submission, below the €0.50-or-more increases typically imposed in recent Irish budgets. JTI says the proposal could generate around €45 million in additional Exchequer revenue while limiting further movement toward illicit and non-Irish-tax-paid tobacco. Revenue's existing estimate for a comparable €0.25 increase, including pro-rata rises on other tobacco products, is about €18 million for a full year.

German Tobacco Tax Revenue Falls 10.8% Through August as Tax-Paid Cigarette Volume Drops 12.6%
Germany collected €9.789 billion in total tobacco tax revenue from January through August 2026, down 10.8% from a year earlier, according to the Federal Ministry of Finance. Germany's tobacco tax base covers not only cigarettes and fine-cut tobacco but also heated tobacco and vaping liquids taxed as tobacco substitutes. The German Association of the Tobacco Industry and Novel Products, or BVTE, citing federal statistical data, said tax-paid cigarette volume fell 12.6% to 40.6 billion sticks. BVTE is using the latest figures to argue against further tax increases planned from 2027 through 2030, while Germany's parliament is scheduled to hold a first reading of the bill on September 24.

The U.S. Food and Drug Administration authorized 11 ZYN ULTRA nicotine pouch products made by Swedish Match USA through the premarket tobacco product application pathway on August 21, 2026. Ten of the authorized products have a labeled nicotine content of 9 mg, while ZYN ULTRA Smooth was authorized at 11 mg. The reviews were conducted through FDA’s nicotine pouch PMTA pilot program. FDA has now authorized 43 nicotine pouch products, including 23 through the pilot.

Kuwait has issued a comprehensive new regulatory framework covering tobacco, e-cigarettes, heated tobacco and other nicotine products. Ministerial Decision No. 237 of 2026, signed by Health Minister Ahmad Al-Awadhi, will take effect on January 1, 2027. The rules prohibit sales to people under 21 and ban sales through websites, apps, social media and delivery services. E-cigarettes and heated tobacco products will also be treated as smoking in public and enclosed places where smoking is prohibited. Nicotine pouches and other oral nicotine products not registered as medicines are banned.
