Indonesian E-cigarette Industry Opposes Proposed Tax Increase
Indonesian e-cigarette industry opposes proposed tax increase set for 2024, citing unfair treatment compared to traditional tobacco.

According to reports from Indonesian media outlet Bisnis, e-cigarette operators in Indonesia are opposing the proposed tax hikes set to be implemented in 2024. Garindra Kartasasmita, the Secretary General of the Indonesian Personal Vaporizer Industry Association (APVI), stated that the industry is already facing pressure from the 15% increase in consumption tax that is set to be enforced in 2023 and 2024.

 

The taxation on e-cigarettes amounts to nearly 30% when combined with tobacco tax," Galindra stated during a press conference. He argued that this is unfair for an emerging industry composed mainly of small and medium-sized enterprises.

 

Reference to Decree No. 192/2022 on the tobacco product consumption tax for e-cigarettes and other tobacco processing forms, the consumption tax for solid e-cigarettes (heated tobacco products) in 2023 is set at IDR 2886 per gram, while the consumption tax for open system e-cigarettes is set at IDR 532 per milliliter, and the consumption tax for closed system e-cigarettes is set at IDR 6392 per milliliter.

 

In 2024, the excise tax for solid e-cigarettes is set at 3,074 Indonesian Rupiah per gram, while the excise tax for open system e-cigarettes is set at 636 Indonesian Rupiah per milliliter. The excise tax for closed system e-cigarettes is set at 6,776 Indonesian Rupiah per milliliter.

 

Gardner added that there will be a five-year transitional period for taxing traditional cigarettes.

 

He also criticized the lack of involvement of domestic associations in the process of planning the implementation of e-cigarette taxes in 2024.

Japan Tobacco Inc. (JT) has applied to Japan’s finance minister for approval to revise retail prices of its Ploom heated tobacco sticks following planned changes to the heated tobacco tax system from October 1, 2026. If approved, all 31 Ploom stick products will increase by ¥40. After the adjustment, EVO products will cost ¥620 per 20-stick pack, MEVIUS products ¥590 and CAMEL products ¥570. JT said the price revision is intended to respond to tax changes while maintaining product quality and brand value. Japan’s Heated Tobacco Tax Changes Reshape Consumer Choices, Survey Reveals Impact of Price and Income
A consumer survey by Japanese heated tobacco information platform RELAZO found that rising tobacco prices and planned heated tobacco tax changes may influence smoking decisions among Japanese consumers. The survey covered 49,879 men and women aged 20 to 69 nationwide. It found that around 40% of respondents cumulatively indicated they may consider quitting when a pack reaches ¥600 (approximately US$4.1), while nearly 90% expressed potential quitting intentions at a ¥1,000 (approximately US$6.8) price level. The survey also found significant differences by income level, with lower-income respondents showing greater sensitivity to price increases.

(JSIC) has completed its 2026-2028 heated device procurement project, with Shenzhen Smoore Technology Limited securing final supply contracts for three lots: U1, C1 and C2. The project was launched through a public tender in June 2026 to support overseas markets and involved heated tobacco devices carrying JSIC’s “iRod” trademark. Candidate supplier results published on July 13 showed Smoore ranked first for the three awarded lots, while Shenzhen Yunxi Intelligent Technology Co., Ltd. and Shenzhen Bodi Technology Development Co., Ltd. participated in the bidding process.
