Latvia Tightens Tobacco Sales Regulations, Businesses Seek Loopholes to Evade
Latvia tightens tobacco regulations, forcing companies to seek loopholes before new laws ban sales to under-20s in 2025.

According to a report by Euro News on December 31st, Latvia is planning to tighten regulations on the sale of tobacco products and their alternatives, forcing businesses in the country to seek legal loopholes to circumvent the new law.


Starting in January 2025, tobacco products (including disposable e-cigarettes, refillable e-cigarettes, and nicotine pouches) will be banned from being sold to individuals under the age of 20. The new regulations also mandate that e-cigarette products must be flavorless or only have a tobacco flavor, and the nicotine content in nicotine pouches will be restricted.


A survey by Latvijas Televīzija, the national television station of Latvia, has revealed that some companies selling pod supplements are trying to find ways to continue selling their products before new laws come into effect. For example, one company plans to sell individual nicotine and flavorings for customers to mix themselves.


The representative of the e-cigarette company Ecodumas, Jekaterina Smirnova, stated that


After the New Year, although we will offer alternatives to customers, the range will not be as extensive as before. We plan to gradually increase the variety of products and believe that after some time, the product range will definitely become larger.


Member of the Board of the Latvian Smoke-free Tobacco Products Association, Anrijs Matiss, stated,


I believe that relatives and friends can also bring these products from abroad. And just like all illegal items, trading through Telegram may also develop, which is difficult to prevent.
