Minnesota Health Department Seeks Public Input on JUUL Settlement
Minnesota Health Department seeks public input on $60.5M JUUL settlement for nicotine prevention and cessation efforts.

Last May, Minnesota Attorney General Keith Ellison announced a $60.5 million settlement agreement with JUUL Labs over deceptive marketing of e-cigarettes. Now, the Minnesota Department of Health is seeking public input on how to use this money.

 

Parker Smith from the state health department stated, "The purpose of these opinion surveys is to truly engage with the community, understand what solutions community members would like to see. There is no one-size-fits-all solution. Therefore, it is important for us to listen to the public, understand their realities, and tailor our ongoing efforts in prevention and smoking cessation according to their needs." He also mentioned that a portion of the funding will be used to repay legal fees.

 

In the past, we have collaborated with the community to gather opinions on various strategies and business tobacco prevention and control initiatives. But with this funding, we have the opportunity to do some new things, some innovative things for nicotine control.

 

The next public consultation will be held at the St. Claude River District Library this Wednesday, February 21st, from 2:00 to 3:30 in the afternoon.

Russia's digital labeling regime for reusable e-cigarettes and similar personal vaping devices entered its first mandatory phase in September 2026. From September 1, manufacturers, importers and other market participants must register with the national Chestny ZNAK tracking system. From December 1, newly manufactured and imported covered devices will be required to carry digital identification codes and be reported as entering circulation. Russia has also issued new operational guidance for imports, marking the transition from a voluntary pilot to phased mandatory implementation.

Japan Tobacco (JT) launched a refreshed Ploom CUBE design in Japan on September 8, 2026, with broader convenience-store and tobacco-retail distribution planned from October 13. The updated device retains the existing Rounded Cube form and heating platform while replacing four previous body colors with Pebble White and Cobalt Black. JT is also introducing new Front Panels and Fabric Back Covers, although the new accessories are not compatible with the previous Ploom CUBE design. The company says the update is intended to broaden appeal among younger male and female users.

Ahead of the Formula 1 race in Madrid, 67 Spanish and international public-health, medical and consumer organizations have sent an open letter to F1 President and CEO Stefano Domenicali calling for an end to sponsorships linked to the tobacco and nicotine industry, including nicotine pouches, vaping products and heated tobacco. The letter focuses on Philip Morris International’s ZYN partnership with Ferrari and British American Tobacco’s long-running partnership with McLaren and exposure for VELO. The campaign follows a March letter in which more than 160 organizations worldwide made a similar request to Formula 1.
