Key points:
·Bill Control Measures: Only targeting new e-cigarette stores, prohibited within 1500 feet of schools and other facilities; prohibited from operating from 11 pm to 9 am; e-cigarettes, CBD products, Delta-8, and other industrial hemp derivatives must be stored in lockers.
·Background and Concerns: The number of e-cigarette stores in Pittsburgh, USA, has surged, causing concerns among legislators about the rise in youth e-cigarette use, exacerbating health disparities in low-income communities. Research also shows that the nicotine intake level among youth using e-cigarettes is equivalent to smoking.
·Exemptions: The zoning restrictions in the bill only apply to newly opened e-cigarette stores, existing stores are not affected by the restrictions.
According to a recent report from Axios, a new bill proposed by the Pittsburgh City Council states that newly opened e-cigarette stores will not be allowed to be located within 1500 feet (approximately 457.2 meters) of schools, daycares, religious institutions, or parks.
Importance: Currently, the increase in e-cigarette shops in Pittsburgh has raised concerns among lawmakers that it may lead to a rise in youth e-cigarette use and exacerbate existing health disparities in low-income communities.
A city councilman who introduced the bill, Bobby Wilson, stated: "I was strolling through a neighborhood in the city and saw at least three e-cigarette shops selling unregulated products. Additionally, the bright lights in these stores are as flashy as a circus, so it's no wonder young people are drawn to these places.
The key point of the law is that the restrictions on the location mentioned above only apply to newly opened e-cigarette stores, not existing stores.
This bill will also prohibit e-cigarette shops from operating between the hours of 11 p.m. and 9 a.m. the following day.
E-cigarettes, traditional cigarettes, smoking accessories, cannabidiol (CBD) products, and other hemp-derived products such as Delta-8, must be stored in locked display cases.
Deep background: The rate of tobacco use among teenagers has significantly decreased, but a recent study focusing on youth in the United States, Canada, and the United Kingdom has shown that the use of e-cigarettes by teenagers results in nicotine intake levels comparable to smoking.
