Russian Legislation Proposal: Ban on Sale of E-cigarettes and Liquids
Russian State Duma receives proposal to ban sales of e-cigarettes and related products containing nicotine, aimed at protecting youth.

According to a report by Prokazan on December 31, the Russian State Duma has received a legal proposal from a member of the Russian Federation Communist Party to completely ban the sale of e-cigarettes containing nicotine or without nicotine, along with their related e-liquids. The proposal suggests prohibiting the retail and wholesale of all types of e-cigarette devices and their e-liquids.


Earlier, the Russian State Duma passed a proposal to significantly increase fines for selling tobacco products to minors in a first reading. According to the draft law, fines for selling tobacco products to children would range from 200,000 to 300,000 rubles ($2,000-$2,900) for individuals, 500,000 to 700,000 rubles ($4,800-$6,800) for officials, and 1.5 million to 2 million rubles ($14,000-$20,000) for legal entities. In addition, the Federal Commission has approved a law setting criminal responsibility for repeated sales of alcohol and nicotine products to minors. Offenders will face fines ranging from 50,000 to 80,000 rubles ($480-760), or up to one year of compulsory labor. Vyacheslav Volodin, Chairman of the State Duma, pointed out that this law is part of protecting young people from addiction and harmful commercial practices. This legislation aims to strengthen regulation of the e-cigarette products market and create a healthier social environment.

China’s vape exports to the U.S. reached approximately $1.58 billion in the first half of 2026, remaining broadly stable from a year earlier but still below previous growth momentum. 2Firsts’ analysis of China Customs data shows that the U.S. market has not simply returned to its previous trajectory after the enforcement shock and inventory-driven swings of 2025. Instead, export momentum is shifting across product categories. Vaping devices and atomization hardware increased 15.2% year over year, while 6-methyl nicotine-related and other nicotine substitute products surged 234.7%. Meanwhile, traditional nicotine-containing vaping products continued to face pressure.
