Flavored additives are prohibited in non-smoked tobacco products. Additionally, additives that increase attractiveness and nicotine dependence are also banned. To protect public health, we restrict the nicotine content in products. Furthermore, we will fully ban the production of snus in our country.
In addition, it is stipulated that the nicotine content in each product must not exceed 10 milligrams.
The government will determine a list of specific coloring agents and additives that will be prohibited.
The law also prohibits any claims about a product being harmless or low harm on packaging for non-smokable tobacco products.
Starting from September 1st, paper tax stamps on Russian cigarette packaging will be replaced by digital tax stamps. Spiridonov explained, "Cigarette packaging with paper tax stamps will continue to circulate until they are sold out. After that, only digital tax stamps will be used. This will allow us to track the entire process from production to sale, in order to protect citizens from counterfeit products and clean up the market.
