Russia's E-cigarette Market Sees Surge in Imports in 2024, E-liquid Taking 40% Market Share
Russian e-cigarette liquid imports nearly double in the first half of 2024, hitting 3.2 million equivalent packages, reports "Businessman.

Recently, according to the Businessman's Journal, the import volume of e-cigarette liquid in Russia in the first half of 2024 nearly doubled, reaching 3.2 million equivalent packages. This data was provided by the Advanced Technology Center responsible for the "Honest Label" project.

According to data, in the first half of 2024, the import volume of e-cigarette liquid in Russia nearly doubled, reaching 3.2 million equivalent packages. 60% of this market is made up of disposable devices, mainly from China. This growth is related to the legalization of the product and expansion of market demand. Bottled e-liquid holds about 40% of the market share, mainly produced in Russia. According to Sergei Grigoryev, Chairman of the Russian e-cigarette market professional alliance, the average retail price of bottled e-liquid has dropped to 1000 rubles (about 84.12 yuan), a decrease of 51.6% compared to the previous year.

According to the Federal Customs Service of Russia, the import volume of tobacco products in the first half of 2024 increased by 35.1% to a total of 2.155 billion packs. The main category supplied to the market is cigarettes, with cigarette imports in the second quarter reaching 93.3 million packs, a 27.3% year-on-year increase. At the same time, the import volume of small cigars has significantly increased to 12.4 million packs, which is 6.6 times higher than last year. Cigarette sales revenue increased by 8.3% year-on-year, while small cigars increased by 15.8%.

According to Maxim Korolev, the general manager of the Russian tobacco company, quarterly fluctuations in imported tobacco do not always reflect market trends, primarily due to the long and uneven import cycles of tobacco.

U.S. Senator Ron Wyden, the Democratic ranking member of the Senate Finance Committee, has launched an investigation into flavored vape policy changes and requested records from the Department of Health and Human Services (HHS), Reynolds American and Botanic Tonics. The investigation focuses on a timeline involving Reynolds American’s $5 million donation to MAGA Inc. in April 2026 and subsequent vape policy developments. Wyden said the review aims to examine potential links between political donations, corporate communications and government decisions. The investigation does not represent a finding of wrongdoing.

Smoke-Free Business Hits 42% of Q2 Net Revenue as PMI’s First TNFD Report Covers Single-Use Electronics, Critical Raw Materials and IQOS Repairs
Philip Morris International has published its first report aligned with the Taskforce on Nature-related Financial Disclosures, bringing its electronics supply chain and the use and end-of-life stages of smoke-free devices and consumables into its nature-related assessment. PMI said its smoke-free business accounted for about 42% of total net revenues in the second quarter of 2026. The report says non-circular electronic products, particularly single-use items, can increase consumption of limited natural resources and also details an IQOS repair pilot. A 2040 circularity scenario tests assumptions including a 50% reduction in product waste-related costs, 10% raw-material savings and a 25% substitution rate for refurbished products versus new products.

California Lawmakers Pass Disposable Nicotine Vape Ban, With Sales Prohibition Set for 2028
According to CBS Los Angeles on August 27, 2026, California lawmakers have passed Assembly Bill 762, which would phase out disposable, battery-embedded nicotine vapes in the state. If signed by Governor Gavin Newsom, manufacturing and importation of the covered products would be prohibited beginning January 1, 2027, followed by a sales ban on January 1, 2028. Driven primarily by concerns over electronic waste, lithium-battery fires and environmental pollution, the legislation would further shift California’s legal vape market toward rechargeable, refillable or replaceable-pod devices.
